72a7760027 Support package SIL linkage.
Decls with a package access level are currently set to public SIL
linkages. This limits the ability to have more fine-grained control
and optimize around resilience and serialization.
This PR introduces a separate SIL linkage and FormalLinkage for
package decls, pipes them down to IRGen, and updates linkage checks
at call sites to include package linkage.

6a020f8f15 Stabilize and simplify SIL linkage and serialization
The main point of this change is to make sure that a shared function always has a body: both, in the optimizer pipeline and in the swiftmodule file.
This is important because the compiler always needs to emit code for a shared function. Shared functions cannot be referenced from outside the module.
In several corner cases we missed to maintain this invariant which resulted in unresolved-symbol linker errors.

As side-effect of this change we can drop the shared_external SIL linkage and the IsSerializable flag, which simplifies the serialization and linkage concept.

30a74f6284 SIL: remove the private_external SILLinkage
This was a relict from the -sil-serialize-all days. This linkage doesn't make any sense because a private function cannot be referenced from another module (or file, in case of non-wmo compilation).

13217b600c [SILOptimizer] Add pipeline execution request
Add ExecuteSILPipelineRequest which executes a
pipeline plan on a given SIL (and possibly IRGen)
module. This serves as a top-level request for
the SILOptimizer that we'll be able to hang
dependencies off.

fccd75e5ce [sil-passmanager] Stash a SILOptions reference in SILPassPipeline.
This normalizes the creation of pass pipelines by ensuring that all pass
pipelines take a SILOption instead of only some. It also makes it so that we do
not need to propagate options through various pipeline creation helpers.

c857a480e1 SIL: Introduce SILLinkage::PublicNonABI
This is going to be used for "always emit into client" functions,
such as default argument generators and stored property
initializers.

- In dead function elimination, these functions behave identically to
  public functions, serving as "anchors" for the mark-and-sweep
  analysis.

- There is no external variant of this linkage, because external
  declarations can use HiddenExternal linkage -- the definition should
  always be emitted by another translation unit in the same Swift
  module.

- When deserialized, they receive shared linkage, because we want the
  linker to coalesce multiple copies of the same deserialized
  definition if it was deserialized from multiple translation units
  in the same Swift module.

- When IRGen emits a definition with this linkage, it receives the
  same LLVM-level linkage as a hidden definition, ensuring it does not
  have a public entry point.

ab3f77baf2 Make SILInstruction no longer a subclass of ValueBase and
introduce a common superclass, SILNode.

This is in preparation for allowing instructions to have multiple
results.  It is also a somewhat more elegant representation for
instructions that have zero results.  Instructions that are known
to have exactly one result inherit from a class, SingleValueInstruction,
that subclasses both ValueBase and SILInstruction.  Some care must be
taken when working with SILNode pointers and testing for equality;
please see the comment on SILNode for more information.

A number of SIL passes needed to be updated in order to handle this
new distinction between SIL values and SIL instructions.

Note that the SIL parser is now stricter about not trying to assign
a result value from an instruction (like 'return' or 'strong_retain')
that does not produce any.

be1881aa1f Remove redundant Transform.getName() definitions.
At some point, pass definitions were heavily macro-ized. Pass
descriptive names were added in two places. This is not only redundant
but a source of confusion. You could waste a lot of time grepping for
the wrong string. I removed all the getName() overrides which, at
around 90 passes, was a fairly significant amount of code bloat.

Any pass that we want to be able to invoke by name from a tool
(sil-opt) or pipeline plan *should* have unique type name, enum value,
commend-line string, and name string. I removed a comment about the
various inliner passes that contradicted that.

Side note: We should be consistent with the policy that a pass is
identified by its type. We have a couple passes, LICM and CSE, which
currently violate that convention.

483388c9a6 [sil-bug-reducer] Wire up SILPassManager to SILPassManagerPipeline.
We also either remove or make private the addPass* functions on SILPassManager,
so the only way to execute passes via SILPassManager is by creating a
SILPassPipelinePlan. This beyond adding uniformity ensures that we always
resetAndRemoveTransformations properly after a pipeline is run.

c2cbbbbaeb [sil] Rather than maintaining manually the textual opcode for SILInstructions, just put the name in SILNodes.def and use metaprogramming.
This is a cleanup for SILParsing/Printing. I verified that everything was
spelled correctly by taking the current parsing switch moving that into a file,
regenerating it using the .def file and then diffed them. The diff was the same.

739b0e9c56 Reorganize SILOptimizer directories for better discoverability.
(libraries now)

It has been generally agreed that we need to do this reorg, and now
seems like the perfect time. Some major pass reorganization is in the
works.

This does not have to be the final word on the matter. The consensus
among those working on the code is that it's much better than what we
had and a better starting point for future bike shedding.

Note that the previous organization was designed to allow separate
analysis and optimization libraries. It turns out this is an
artificial distinction and not an important goal.
