The behavior of these tests varies depending on
whether the new or old driver is being used, force
the old driver for now.

test: explicitly invoke python for process-stats-dir
...
Explicitly mark the interpreter for the tool as windows does not
implicitly treat shebangs as the interpreter. This allows for the
proper invocation of the tool on Windows.
