Rename -parse flag to -typecheck
...
A parse-only option is needed for parse performance tracking and the
current option also includes semantic analysis.

[serialization] Use cross-references for cross-file conformance references.

trying to cross-reference the decl context that owns the conformance, which
may be an extension.
