Rename -parse flag to -typecheck
A parse-only option is needed for parse performance tracking and the
current option also includes semantic analysis.

Fix for crash 28290 in findGenericSubstitutions
Early out needs to check that the types don’t contain UnresolvedType,
not just that they aren’t UnresolvedType at the top level.
