020b69d4b6 [SE-0497] Implement @export attribute syntax
Implement the @export(implementation) and @export(interface) attributes
to replace @_alwaysEmitIntoClient and @_neverEmitIntoClient. Provide a
warning + Fix-It to start staging out the very-new
@_neverEmitIntoClient. We'll hold off on pushing folks toward
@_alwaysEmitIntoClient for a little longer.

5fd1cbb5c0 [AST] Replace pointers in JSON output with deterministic IDs.
There are a few places in the AST dumper where it prints hexadecimal
pointer addresses. This can be useful when dumping nodes in the
debugger, but it makes the output nondeterministic when can cause
problems for build systems that cache outputs.

In the JSON format only, replace these pointers with the string
`"replaced-pointer-XX"`, where `XX` is an increasing integer ID.
We keep track of the pointers that have been replaced so that the
same pointer always maps to the same ID; this means that those
nodes can still be related to each other when reading the AST
later, if needed.

2d881bdc9c ManualOwnership: provide ability to apply to entire compilation unit
With this patch, I'm flipping the polarity of things.

The flag `-enable-experimental-feature ManualOwnership` now turns on the diagnostics,
but they're all silenced by default. So, you need to add -Wwarning or -Werror to
your build settings to turn on the specific diagnostics you care about.

These are the diagnostic groups relevant to the feature:

- SemanticCopies aka "explicit copies mode"
- DynamicExclusivity

For example, the build setting `-Werror SemanticCopies` now gives you errors about
explicit copies, just as before, but now you can make them just warnings with -Wwarning.

To opt-out a declaration from everything when using the feature, use @_noManualOwnership.

@_manualOwnership is no longer an attribute as a result.

2fa3908e94 [concurrency] Add a new type Builtin.ImplicitActor.
This is currently not wired up to anything. I am going to wire it up in
subsequent commits.

The reason why we are introducing this new Builtin type is to represent that we
are going to start stealing bits from the protocol witness table pointer of the
Optional<any Actor> that this type is bitwise compatible with. The type will
ensure that this value is only used in places where we know that it will be
properly masked out giving us certainty that this value will not be used in any
manner without it first being bit cleared and transformed back to Optional<any
Actor>.

25a071efc8 Add experimental feature @inline(always)
The intent for `@inline(always)` is to act as an optimization control.
The user can rely on inlining to happen or the compiler will emit an error
message.

Because function values can be dynamic (closures, protocol/class lookup)
this guarantee can only be upheld for direct function references.

In cases where the optimizer can resolve dynamic function values the
attribute shall be respected.

61fe8a9b8e introduce @_manualOwnership performance attribute
This attribute forces programmers to acknowledge every
copy that is required to happen in the body of the
function. Only those copies that make sense according
to Swift's ownership rules should be "required".

The way this is implemented as of now is to flag each
non-explicit copy in a function, coming from SILGen, as
an error through PerformanceDiagnostics.

c84d2abb05 [AST] Allow storing original expression in ErrorTypeRepr
This is useful for ArrowExpr when the sub-expressions aren't valid
TypeExprs. Rather than throwing away the AST, attach it to the
ErrorTypeRepr to ensure we can still type-check it. This ensures
semantic functionality still works correctly, and fixes a crash where
we'd stop visiting an invalid binding pattern, losing track of the
nested VarDecl.

2f60d729f0 Add @_neverEmitIntoClient to prohibit SIL serialization for a function

the function it applies to has a strong definition in its owning
module, and that its SIL is never serialized. That way, other modules
will not have access to its definition.

b3493bfa23 Prevent PrintOptions from being implicitly copied.
NFC *except* that I noticed a bug by inspection where we suppress
`@escaping` when print enum element types. Since this affects
recursive positions, we end up suppressing `@escaping` in places
we shouldn't. This is unlikely to affect much real code, but should
still obviously be fixed.

The new design is a little sketchy in that we're using `const` to
prevent direct use (and allow initialization of `const &` parameters)
but still relying on modification of the actual object. Essentially,
we are treating the `const`-ness of the reference as a promise to leave
the original value in the object after computation rather than a
guarantee of not modifying the object. This is okay --- a temporary
bound to a `const` reference is still a non-`const` object formally
and can be modified without invoking UB --- but makes me a little
uncomfortable.

04d46760bb [AST] Extend @_inheritActorContext attribute to support optional always modifier
By default (currently) the closure passed to a parameter with `@_inheritActorContext`
would only inherit isolation from `nonisolated`, global actor isolated or actor
context when "self" is captured by the closure. `always` changes this behavior to
always inherit actor isolation from context regardless of whether it's captured
or not.

398efdcdaa [ASTDumper] Remove hasNonStandardOutput
Conditionalizing logic based on the exact output stream is brittle
since e.g the client may be writing to an intermediate buffer before
forwarding onto the output. For the ASTDumper itself, the client
already passes whether or not it expects a fully semantic dump, use
that instead. For `printContext`, the only client relying on this
was some `ResolvedRangeInfo` tests, but these don't actually care
about the computed discriminator, adjust the tests to not care.
