bda6edb85c AST: Rename GenericContext::isGeneric to hasGenericParamList
`isGeneric` is a misleading name because this method checks for the
existence of a `GenericParamList`, which is not implied by genericity.

020b69d4b6 [SE-0497] Implement @export attribute syntax
Implement the @export(implementation) and @export(interface) attributes
to replace @_alwaysEmitIntoClient and @_neverEmitIntoClient. Provide a
warning + Fix-It to start staging out the very-new
@_neverEmitIntoClient. We'll hold off on pushing folks toward
@_alwaysEmitIntoClient for a little longer.

1b086e1bfc Sema: Embedded functions are fragile unless marked otherwise
Consider functions in embedded mode to be fragile unless marked with
`@_neverEmitIntoClient`. Basically treating them as if they were
`@_alwaysEmitIntoClient` by default. A fragile function cannot reference
restricted imports such as `@_implementationOnly`, `internal import`,
etc.

We consider them as fragile only for type-checking, at the SIL level
they remain treated as normal functions like before. This allows the
later optimization to work as expected. We may want to likely align both
ends of the compiler once this is properly supported in sema.

This is enabled only in embedded. Fragile functions in library-evolution
are marked with attributes and are already checked. We do not need this
is non-embedded non-library-evolution as CMO handles inlining and
already takes into consideration `@_implementationOnly` imports.

Note: We'll need a similar check for memory layouts exposed to clients.
We can still see compiler crashes and miscompiles in this scenario. This
will apply to both embedded and non-library-evolution modes. That will
likely need to extend the `@_neverEmitIntoClient` attribute and may
require a staged deployment.

be453cfc49 [cxx-interop] Make imported enum members inherit the access of their parent (#84522)
This patch relaxes the access check for members of imported inherited
nested enums. Without it, those members become impossible to inherit,
which largely defeats the purpose of importing them in the first place.

3abbfaa9cb Introduce separately-imported stdlib overlays
The `_Concurrency` and `_StringProcessing` modules are implementation details of the standard library; to developers, their contents should behave as though they are declared directly within module `Swift`. This is the exact same behavior we expect of cross-import overlays, so treat these modules as though they are cross-import overlays with no bystanding module.

Because these modules don’t re-export the standard library, it’s also necessary to treat `Swift` as a separately imported overlay of itself; do so and make that actually work.

e8bcc52356 [cxx-interop] Fix access check for nested private C++ enums (#80366)
This patch fixes the access check for nested private C++ enums to look for the SWIFT_PRIVATE_FILEID of the enclosing C++ class, if any. Previously, the check was looking at for SWIFT_PRIVATE_FILEID on the enum decl itself (which is meaningless); that prevented nested private enum members from being accessible in Swift.

This patch also specializes the type signature of getPrivateFileIDAttrs to clarify the fact that SWIFT_PRIVATE_FILEID is not a meaningful annotation on anything other than CXXRecordDecl, because that is the only kind of decl that can assign access specifiers to its members.

0bf464b272 AST: Return optional AvailabilityRange from SemanticAvailableAttr queries.
Introduction, deprecation, and obsoleteion ranges should only be returned by
the accessors on `SemanticAvailableAttr` when the attribute actually has an
affect on the corresponding kind of availability.

bdf22948ce [cxx-interop] Allow Swift to access non-public C++ members (#79093)
This patch introduces an a C++ class annotation, SWIFT_PRIVATE_FILEID,
which will specify where Swift extensions of that class will be allowed
to access its non-public members, e.g.:

    class SWIFT_PRIVATE_FILEID("MyModule/MyFile.swift") Foo { ... };

The goal of this feature is to help C++ developers incrementally migrate
the implementation of their C++ classes to Swift, without breaking
encapsulation and indiscriminately exposing those classes' private and
protected fields.

As an implementation detail of this feature, this patch introduces an
abstraction for file ID strings, FileIDStr, which represent a parsed pair
of module name/file name.

6e9d386d9e Fix indexing crasher with implicit objcImpl inits
Implicit initializers are given a source location within the type they belong to. This works poorly for @objc @implementation classes, because the class they belong to is imported and so those SourceLocs are in a different source buffer from the extension they’re inside, breaking an invariant enforced by index-while-building features.

Fix these SourceLocs to come from the implementation context, so they’ll come from the extension for an objcImpl class and the type itself otherwise.

ee751835fc Package CMO: Skip deserialization error checks for same-module decls.
IterableDeclContext::checkDeserializeMemberErrorInPackage recursively checks if
decls and their member decls are deserialized correctly into another module.
This PR adds a check to make sure the inspected decls are from another module,
and provides an opt-in flag to fail fast on deserialization failure if found.

e019a32122 AST: Introduce and adopt DeclContext::isInSwiftinterface().
Checking whether a declaration is in a `.swiftinterface` is a very common query
that is made somewhat awkward because declarations are not always in source
files. To make these checks more ergonomic, expose a convenience on
DeclContext.

c043f1138b Drop the "allows unsafe" modeling as availability
With the move to unsafe effects, we no longer model `unsafe` as an
availability problem. Remove all of that supporting code.

c03abed00d Package optimization allows bypassing resilience, but that assumes the memory layout of the
decl being accessed is correct. When this assumption fails due to a deserialization error
of its members, the use site accesses the layout with a wrong field offset, resulting in
UB or a crash. The deserialization error is currently not caught at compile time due to
LangOpts.EnableDeserializationRecovery being enabled by default to allow for recovery of some
of the deserialization errors at a later time. In case of member deserialization, however,
it's not necessarily recovered later on.

This PR tracks whether member deserialization had an error by recursively loading members and
checking for deserialization error, and fails and emits a diagnostic. It provides a way to
prevent resilience bypassing when the deserialized decl's layout is incorrect.

268d5ccbde Suppress strict safety diagnostics in @unsafe declarations
When a declaration is `@unsafe`, don't emit strict safety diagnostics
for uses of unsafe entities, constructs, or types within it. This
allows one to account for all unsafe behavior in a module using strict
memory safety by marking the appropriate declarations `@unsafe`.

Enhance the strict-safety diagnostics to suggest the addition of
`@unsafe` where it is needed to suppress them, with a Fix-It. Ensure
that all such diagnostics can be suppressed via `@unsafe` so it's
possible to get to the above state.

Also includes a drive-by bug fix where we weren't diagnosing unsafe
methods overriding safe ones in some cases.

ee9c066050 Introduce a new Initializer subclass for the arguments of custom attributes
Since the introduction of custom attributes (as part of property
wrappers), we've modeled the context of expressions within these
attributes as PatternBindingInitializers. These
PatternBindingInitializers would get wired in to the variable
declarations they apply to, establishing the appropriate declaration
context hierarchy. This worked because property wrappers only every
applied to---you guessed it!---properties, so the
PatternBindingInitializer would always get filled in.

When custom attributes were extended to apply to anything for the
purposes of macros, the use of PatternBindingInitializer became less
appropriate. Specifically, the binding declaration would never get
filled in (it's always NULL), so any place in the compiler that
accesses the binding might have to deal with it being NULL, which is a
new requirement. Few did, crashes ensued.

Rather than continue to play whack-a-mole with the abused
PatternBindingInitializer, introduce a new CustomAttributeInitializer
to model the context of custom attribute arguments. When the
attributes are assigned to a declaration that has a
PatternBindingInitializer, we reparent this new initializer to the
PatternBindingInitializer. This helps separate out the logic for
custom attributes vs. actual initializers.

7beceb0e4b [AST] Generalize getInnermostClosureForSelfCapture
Really this applies to any capture, not just
`self`. Also refactor to make it clear that
parent closures and functions are really the only
cases that matter here.

02dbb96b94 AST: Rename AvailabilityContext to AvailabilityRange.
The generality of the `AvailabilityContext` name made it seem like it
encapsulates more than it does. Really it just augments `VersionRange` with
additional set algebra operations that are useful for availability
computations. The `AvailabilityContext` name should be reserved for something
pulls together more than just a single version.

185022cbb5 SILGen: Only skip decls nested in functions when the function is skipped.
If a function body is emitted, all of the declarations inside that function
body must be emitted, too. Previously, lazy var initializers were being skipped
regardless of whether the function containing them was skipped, resulting in
SIL verification errors (which were correctly predicting linker errors).

1d961ba22d Add #include "swift/Basic/Assertions.h" to a lot of source files
Although I don't plan to bring over new assertions wholesale
into the current qualification branch, it's entirely possible
that various minor changes in main will use the new assertions;
having this basic support in the release branch will simplify that.
(This is why I'm adding the includes as a separate pass from
rewriting the individual assertions)

d182d01c28 Handle package exportability.
This PR treats package access level as exportable, preventing
internally imported types from accidentally being declared in
package decl signatures.

Added package-specific cases to ExportabilityReason and
DisallowedOriginKind to track the validity of imported types
at use sites with package access scope. Added tests to cover
variety of use cases.

4588cc2261 Support bypassing resilience checks for package decls at use site in a package.
By default package decls are treated as resilient, similar to public (non-frozen).
This PR adds support to allow direct access to package decls at use site if opted-in.
Requires the loaded module to be a binary module in the same package.

3f4b45b012 [AST] Remove SerializedLocalDeclContext
It's not clear that its worth keeping this as a
base class for SerializedAbstractClosure and
SerializedTopLevelCodeDecl, most clients are
interested in the concrete kinds, not only whether
the context is serialized.
