cbc0ec3b88 Add -verify-ignore-unrelated where necessary (NFC)
These are tests that fail in the next commit without this flag. This
does not add -verify-ignore-unrelated to all tests with -verify, only
the ones that would fail without it. This is NFC since this flag is
currently a no-op.

25c6c16064 Add frontend option -no-serialize-debugging-options (#20555)
By default, the frontend tries to figure out if the built module is
likely to be distributed in some way, and uses that to decide whether
to include options that help with debugging (such as local search
paths). There's long been a -serialize-debugging-options that forces
those options to be included even when it looks like a framework is
being built, but the opposite has been absent until now.

Note that both of these options are still /frontend/ options, not
driver options, which means they could still change in the future.
(I'd really like to get to a point where debugging doesn't need to
sniff these options out from the module this way, but there are some
complications we'd need to work out. Swift 1 expediency coming back to
cause trouble again.)

dabbdad811 test: enable additional tests on Linux
Un-XFAIL tests on Linux now that ObjC interop is controllable.  There
are a couple of tests that remain which are dependent on Foundation.
Fix a configuration issue that resulted in a number of tests failing on
Linux.

ca906d1e99 Add '-Fsystem' framework search option to indicate path for frameworks that should be treated as 'system'
This has the effect of propagating the search path to the clang importer as '-iframework'.
It doesn't affect whether a swift module is treated as system or not, this can be done as follow-up enhancement.

b7d17b25ba Rename -parse flag to -typecheck
A parse-only option is needed for parse performance tracking and the
current option also includes semantic analysis.

ea9117c18d [ClangImporter] Prefer -Xcc options, then -F search paths, then -I paths.
This makes Swift (a) more likely to prefer frameworks over bare headers,
reducing potential issues with non-modular headers, and (b) more likely
to fail in the same way as LLDB if the -Xcc options also contain or affect
search paths.

746391c1fb [test] Weaken test for r27087 to handle our separate-overlay build.
We can't know the number of search paths provided to %target-swift-build
in advance, but we /can/ make sure they're not duplicated.

f0d529719c Deduplicate search paths.
Now that we can pick up search paths from frameworks (necessary to debug
them properly), we can end up with exponential explosions leading to the
same search path coming up thousands of times, which destroys compilation
time /and/ debugger responsiveness. This is already hitting people with
frameworks compiled for app extensions (due to a mistaken approximation
of whether or not something is a framework), but we're turning this on for
all frameworks in the immediate future.

2795a472f8 App extension modules aren't distributed publicly.
Therefore, serialize options for debugging, and expose their internal classes
in the generated header.

8ee17a4d0d Serialize search paths when building an app, for a better debugging experience.
There's also a testing option, -serialize-debugging-options, to force this
extra info to be serialized even for library targets. In the long run we'll
probably write out this information for all targets, but strip it out of
the "public module" when a framework is built. (That way it ends up in the
debug info's copy of the module.)

Incidentally, this commit includes the ability to add search paths to the
Clang importer on the fly, which is most of rdar://problem/16347147.
Unfortunately there's no centralized way to add search paths to both Clang
/and/ Swift at the moment.
