ef8825bfe6 Migrate llvm::Optional to std::optional
LLVM has removed llvm::Optional, move over to std::optional. Also
clang-format to fix up all the renamed #includes.

f3ff561c6f [NFC] add llvm namespace to Optional and None
This is phase-1 of switching from llvm::Optional to std::optional in the
next rebranch. llvm::Optional was removed from upstream LLVM, so we need
to migrate off rather soon. On Darwin, std::optional, and llvm::Optional
have the same layout, so we don't need to be as concerned about ABI
beyond the name mangling. `llvm::Optional` is only returned from one
function in
```
getStandardTypeSubst(StringRef TypeName,
                     bool allowConcurrencyManglings);
```
It's the return value, so it should not impact the mangling of the
function, and the layout is the same as `std::optional`, so it should be
mostly okay. This function doesn't appear to have users, and the ABI was
already broken 2 years ago for concurrency and no one seemed to notice
so this should be "okay".

I'm doing the migration incrementally so that folks working on main can
cherry-pick back to the release/5.9 branch. Once 5.9 is done and locked
away, then we can go through and finish the replacement. Since `None`
and `Optional` show up in contexts where they are not `llvm::None` and
`llvm::Optional`, I'm preparing the work now by going through and
removing the namespace unwrapping and making the `llvm` namespace
explicit. This should make it fairly mechanical to go through and
replace llvm::Optional with std::optional, and llvm::None with
std::nullopt. It's also a change that can be brought onto the
release/5.9 with minimal impact. This should be an NFC change.

3517db4c3b [SourceKit] Pass 'swiftc' path to Driver when creating frontend args
Driver uses its path to derive the plugin paths (i.e.
'lib/swift/host/plugins' et al.) Previously it was a constant string
'swiftc' that caused SourceKit failed to find dylib plugins in the
toolchain. Since 'SwiftLangSupport' knows the swift-frontend path,
use it, but replacing the filename with 'swiftc', to derive the plugin
paths.

a89ea380a9 [ASTPrinter] Print expressions
Add new `-print-ast-decl` frontend option for only printing declarations,
to match existing behavior.
Some tests want to print the AST, but don't care about expressions.

The existing `-print-ast` option now prints function bodies and expressions.
Not all expressions are printed yet, but most common ones are.

63c31033fc [Frontend] Load standard libarary in CompilerInstance::setup
Instead of checking that the stdlib can be loaded in a variety of places, check it when setting up the compiler instance. This required a couple more checks to avoid loading the stdlib in cases where it’s not needed.

To be able to differentiate stdlib loading failures from other setup errors, make `CompilerInstance::setup` return an error message on failure via an inout parameter. Consume that error on the call side, replacing a previous, more generic error message, adding error handling where appropriate or ignoring the error message, depending on the context.

d86551de67 Lift Requirement and Parameter Accessors up to GenericSignature
Start treating the null {Can}GenericSignature as a regular signature
with no requirements and no parameters. This not only makes for a much
safer abstraction, but allows us to simplify a lot of the clients of
GenericSignature that would previously have to check for null before
using the abstraction.

5a8d0744c3 [NFC] Adopt TypeBase-isms for GenericSignature
Structurally prevent a number of common anti-patterns involving generic
signatures by separating the interface into GenericSignature and the
implementation into GenericSignatureBase. In particular, this allows
the comparison operators to be deleted which forces callers to
canonicalize the signature or ask to compare pointers explicitly.

d5c014b8e4 Remove validateDeclForNameLookup
Flush it and the early validation hack now that we can delay computing the underlying interface type on demand and have taught type resolution to honor the structural type of a typealias.

This changes the way requirement signatures are spelled as a side effect.

e4e4f3e4f5 Break Driver's dep on Frontend: make createCompilerInvocation uglier
But not even that much uglier; at all three call sites this will save
an allocation, and for the most important one (SourceKit) we can now
avoid creating a temporary CompilerInvocation just to copy into a
longer-lived one.

With this change, Driver no longer depends on Frontend, which means...
well, slightly faster builds of the compiler itself, but not much
else.

29180ca1a0 Add support for layout requirements with layout constraints.

2c6b9f71b6 AST: Change TypeAliasDecls to store an interface type as their underlying type
- TypeAliasDecl::getAliasType() is gone. Now, getDeclaredInterfaceType()
  always returns the NameAliasType.

- NameAliasTypes now always desugar to the underlying type as an
  interface type.

- The NameAliasType of a generic type alias no longer desugars to an
  UnboundGenericType; call TypeAliasDecl::getUnboundGenericType() if you
  want that.

- The "lazy mapTypeOutOfContext()" hack for deserialized TypeAliasDecls
  is gone.

- The process of constructing a synthesized TypeAliasDecl is much simpler
  now; instead of calling computeType(), setInterfaceType() and then
  setting the recursive properties in the right order, just call
  setUnderlyingType(), passing it either an interface type or a
  contextual type.

  In particular, many places weren't setting the recursive properties,
  such as the ClangImporter and deserialization. This meant that queries
  such as hasArchetype() or hasTypeParameter() would return incorrect
  results on NameAliasTypes, which caused various subtle problems.

- Finally, add some more tests for generic typealiases, most of which
  fail because they're still pretty broken.

b8995b0aa3 Transform the Module class into ModuleDecl.
Modules occupy a weird space in the AST now: they can be treated like
types (Swift.Int), which is captured by ModuleType. They can be
treated like values for disambiguation (Swift.print), which is
captured by ModuleExpr. And we jump through hoops in various places to
store "either a module or a decl".

Start cleaning this up by transforming Module into ModuleDecl, a
TypeDecl that's implicitly created to describe a module. Subsequent
changes will start folding away the special cases (ModuleExpr ->
DeclRefExpr, name lookup results stop having a separate Module case,
etc.).

Note that the Module -> ModuleDecl typedef is there to limit the
changes needed. Much of this patch is actually dealing with the fact
that Module used to have Ctx and Name public members that now need to
be accessed via getASTContext() and getName(), respectively.
