makeArrayRef was being included through an import an DenseMap.h ->
DenseMapInfo.h -> ArrayRef.h. That was broken fairly recently.

Rather than using group task options constructed from the Swift parts
of the _Concurrency library and passed through `createAsyncTask`'s
options, introduce a separate builtin that always takes a group. Move
the responsibility for creating the options structure into IRGen, so
we don't need to expose the TaskGroupTaskOptionRecord type in Swift.
The `std::array` definition used to be included transitively through
VersionTuple.h -> DenseMapInfo.h -> ArrayRef.h -> array. DenseMapInfo.h
was cleaned up, removing the include of ArrayRef.h. We initialize a
template Instantiation of the array, so we need the definition.
The `createTaskGroup` builtin has changed its signature and now requires
a type metadata argument. Change the feature accordingly so that
compilers with the new and old versions have disjoint feature sets.

In order to put constraints on opaque types in function returns, we want to
support naming them like 'func f() -> <T> T { }'. This commit parses that
syntax into the new `OpaqueReturnParameteriedTypeRepr`. This is hidden behind
the new flag --enable-experimental-opaque-return-types.
I added Builtin.buildMainActorExecutor before, but because I never
implemented it correctly in IRGen, it's not okay to use it on old
versions, so I had to introduce a new feature only for it.
The shim dispatch queue class in the Concurrency runtime is rather
awful, but I couldn't think of a reasonable alternative without
just entirely hard-coding the witness table in the runtime.
It's not ABI, at least.

The build can be controlled with the LIBSWIFT_BUILD_MODE cmake variable: by default it’s “DISABLE”, which means that libswift is not built. If it’s “HOSTTOOLS”, libswift is built with a pre-installed toolchain on the host system.
There are two pieces here:
- A -warn-on-potentially-unavailable-enum-case flag is passed down by
the driver when *producing* a swiftinterface
- When *consuming* a swiftinterface, also enable this behavior

Before this change, we always use the Swift target triple to instantiate the internal
Clang instance. When loading a Swift module from the textual interface, we may pick up
a lower target triple to use to build the Swift module because the target is hard-coded
in the textual interface file. This implies we may end up building multiple versions of the
same Clang module, one for each target triple of the loading Swift module.
This change adds a new frontend flag -clang-target to allow clients to specify a
consistent clang target to use across the Swift module boundaries. This value won't change
because it's not part of .swiftinterface files.
swift-driver should pass down -clang-target for each frontend invocation, and its value should be
identical to -target.

The CMake option `SWIFT_ENABLE_EXPERIMENTAL_CONCURRENCY` was originally
meant to imply that we should build the _Concurrency module, which it still
does. However, to support minimal stdlib builds, it also became a way
to configure the compiler to avoid implicitly importing the
_Concurrency module. However, we build configurations of Swift where
we want the implicit import but don't want to build the _Concurrency
library. Use a new, different option
(`SWIFT_IMPLICIT_CONCURRENCY_IMPORT`) for the "implicit import"
behavior within the compiler, which defaults to "true", and disable
that for minimal stdlib builds.

Consider a signature with a conformance requirement, and two
identical superclass requirements, both of which make the
conformance requirement redundant.
The conformance will have two requirement sources, the explicit
source and a derived source based on one of the two superclass
requirements, whichever one was processed first.
If we end up marking the *other* superclass requirement as
redundant, we would incorrectly conclude that the conformance
was not redundant. Instead, if a derived source is based on a
redundant requirement, we can't just discard it right away;
instead, we have to check if that source could have been
derived some other way.
1. Removes gating on -enable-experimental-concurrency.
2. Updates eff. prop tests to remove experimental flag,
and also adjusts some tests slightly to avoid things
that are still behind that flag.
- Introduce an UnownedSerialExecutor type into the concurrency library.
- Create a SerialExecutor protocol which allows an executor type to
change how it executes jobs.
- Add an unownedExecutor requirement to the Actor protocol.
- Change the ABI for ExecutorRef so that it stores a SerialExecutor
witness table pointer in the implementation field. This effectively
makes ExecutorRef an `unowned(unsafe) SerialExecutor`, except that
default actors are represented without a witness table pointer (just
a bit-pattern).
- Synthesize the unownedExecutor method for default actors (i.e. actors
that don't provide an unownedExecutor property).
- Make synthesized unownedExecutor properties `final`, and give them
a semantics attribute specifying that they're for default actors.
- Split `Builtin.buildSerialExecutorRef` into a few more precise
builtins. We're not using the main-actor one yet, though.
