b4dfb6baa1 [Dependency Scanning] Implement parallel imported module resolution
'ModuleDependencyScanner' maintains a Thread Pool along with a pool of workers
which are capable of executing a filesystem lookup of a named module dependency.
When resolving imports of a given Swift module, each import's resolution
operation can be issued asunchronously.

6e3f896962 [Dependency Scanning] Refactor primary scan operations into 'ModuleDependencyScanner' class
From being a scattered collection of 'static' methods in ScanDependencies.cpp
and member methods of ASTContext. This makes 'ScanDependencies.cpp' much easier
to read, and abstracts the actual scanning logic away to a place with common
state which will make it easier to reason about in the future.

af032afb9d Serialization: Break the cycle between Serialization and SymbolGraphGen.
Push the top level logic for writing out swiftmodules and associated files into the frontend library which has access to all the necessary dependencies.

9412f19802 [cmake] Change set_swift_llvm_is_available to set definitions on a specific target.
Otherwise we set it on all targets/languages in a subdirectory (I forgot if it
propagates up). Regardless, this type of viral stuff is something we want to
move away from since it creates a code that is a "forall" piece of code rather
than a piece of code that only effects a single target.

I also conditionalized the actual definitions being added on the compiled file's
language being C,CXX,OBJC,OBJCXX since as we add Swift sources to the host side
of the compiler, we will not want these flags to propagate to Swift sources.

82e9935885 Correct the Serialization of Embedded Swift Dependencies
llvm-bcanalyzer does *not* like it when there are multiple block info metadata blocks in the same bitstream file. This patch will skip the emission of that and just jump straight to the metadata block when we're not reading a "standalone" incremental dependency file. While I'm here, also add the right block abbreviation info so we can get a decent dump from llvm-bcanalyzer

d2e7bdcfab Teach SwiftModules To Embed Incremental Information
Take advantage of the binary swiftdeps serialization utliities built during #32131. Add a new optional information block to swiftdeps files. For now, don't actually serialize swiftdeps information.

Frontends will use this information to determine whether to write incremental dependencies across modules into their swiftdeps files. We will then teach the driver to deserialize the data from this section and integrate it into its incremental decision making.

99c29145b2 [Serialization] Refactor subset of ModuleFile into ModuleFileSharedCore
The difference with `ModuleFile` is that `ModuleFileSharedCore` provides immutable data and is independent of a particular ASTContext.
It is designed to be able to be shared across multiple `ModuleFile`s of different `ASTContext`s in a thread-safe manner.

52c5f721b9 [passmanager] Change SIL pass pipeline plan to use an LLVM YAML representation.
This eliminates a bunch of code and will make it significantly easier to
maintain/add to this code/use this code.

9934532e07 cmake: switch host libraries to use target_link_libraries
This is a follow up to the discussion on #22740 to switch the host
libraries to use the `target_link_libraries` rather than the
`LINK_LIBRARIES` special handling.  This allows the dependency to be
properly tracked by CMake and allows us to use the more modern syntax.

Sorry to revert this again. This commit makes some pretty big changes. After
messing with the merge-conflict created by this internally, I did not feel
comfortable landing this now. I talked with Saleem and he agreed with me that
this was the right thing to do.

3f17bb6ddf Carefully split the build's invocation of add_swift_library into host/target variants.
The key thing here is that all of the underlying code is exactly the same. I
purposely did not debride anything. This is to ensure that I am not touching too
much and increasing the probability of weird errors from occurring. Thus the
exact same code should be executed... just the routing changed.

8437819b5a [CMake] Revert recent changes.
These changes caused a number of issues:

1. No debug info is emitted when a release-debug info compiler is built.
2. OS X deployment target specification is broken.
3. Swift options were broken without any attempt any recreating that
functionality. The specific option in question is --force-optimized-typechecker.

Such refactorings should be done in a fashion that does not break existing
users and use cases.

e096d1c033 [CMake] Simplify add_swift_library
This patch splits add_swift_library into two functions one which handles
the simple case of adding a library that is part of the compiler being
built and the second handling the more complicated case of "target"
libraries, which may need to build for one or more targets.

The new add_swift_library is built using llvm_add_library, which re-uses
LLVM's CMake modules. In adapting to use LLVM's modules some of
add_swift_library's named parameters have been removed and
LINK_LIBRARIES has changed to LINK_LIBS, and LLVM_LINK_COMPONENTS
changed to LINK_COMPONENTS.

This patch also cleans up libswiftBasic's handling of UUID library and
headers, and how it interfaces with gyb sources.

add_swift_library also no longer has the FILE_DEPENDS parameter, which
doesn't matter because llvm_add_library's DEPENDS parameter has the same
behavior.

328de9e280 [SR-1738] add_swift_library takes SHARED/STATIC arg
As a first step to allowing the build script to build *only*
static library versions of the stdlib, change `add_swift_library`
such that callers must pass in `SHARED`, `STATIC`, or `OBJECT_LIBRARY`.

Ideally, only these flags would be used to determine whether to
build shared, static, or object libraries, but that is not currently
the case -- `add_swift_library` also checks whether the library
`IS_STDLIB` before performing certain additional actions. This will be
cleaned up in a future commit.

465b083ba9 [serialization] Serialize the header path used by -import-objc-header.
This doesn't handle cross-references to decls /loaded/ from the header
just yet, so all that's testable right now is whether the header's imports
are visible from the secondary target (after being imported in response
to loading the serialized module).

531b240ca0 [serialization] Rework cross-references to be more general / more robust.
Previously, cross-references just carried a chain of identifiers and a
top-level module, plus a type to validate against, a generic parameter index,
or an operator fixity. However, referencing "the first generic parameter
of the prefix function ++ that takes a ForwardIndex" requires /all three/
of these filters to unambiguously select the right declaration.

Now, cross-references consist of a chain of trailing records, one for each
link in the path. There are (currently) five kinds of links:

Type: a declaration that cannot have overloads
Value: a declaration that can have overloads (filtered by type)
Extension: filter to decls within extensions on another module
Operator:
- as the first path piece, an operator declaration
- as a later path piece, a fixity filter for operator functions
Generic Param: an indexed generic parameter of the previous result

This should allow us to uniquely cross-reference any Swift declaration we
need to.

fa0acc9328 SIL Serialiation: add implementation to deserialize SIL and a wrapper class
SerializedSILLoader to hold a list of SIL deserializers.

Also add an intial implementation of a linking pass that is run right after
SILGen to link the declaration of SILFunction to the actual definition in
the serialized module.

We add two blocks to the serialized module: a sil index block that
maps identifier to a function ID and also holds a list of function offsets,
and a sil block for the actual SILFunctions. We can probably use subblock
instead of two top-level blocks.

The serialization/de-serialization of the function hash table and the function
offsets are implemented. But we are missing handling of types (see FIXME in
the code).

ModuleFile::Serialized is made public to be used by SIL deserializer, as well
as ModuleFile::getType.

The SIL deserializer holds a pointer to the ModuleFile, it gets the sil cursor
and the sil index cursor from the ModuleFile. The other option is for SIL
deserializer to find the start of the two sil blocks within itself, thus having
less coupling with ModuleFile.

No testing case yet because we are missing handling of types.

3109d8c830 [serialization] Pull bitstream processing of modules into its own file.
Like Clang, ModuleFile contains state about reading the serialized module,
while SerializedModuleLoader takes the place of ASTReader in tracking
cross-module data. I'm diverging from Clang's architecture a bit here by
pushing the actual deserialization logic into ModuleFile.

No functionality change.
