35c3b9e12c [concurrency] Perform some fixes so that transfernonsendable_closureliterals_isolationinference.swift now passes.
The reason why this failed is that concurrently to @xedin landing
79af04ccc4, I enabled
NonisolatedNonsendingByDefault on a bunch of other tests. That change broke the
test and so we needed to fix it.

This commit fixes a few issues that were exposed:

1. We do not propagate nonisolated(nonsending) into a closure if its inferred
context isolation is global actor isolated or if the closure captures an
isolated parameter. We previously just always inferred
nonisolated(nonsending). Unfortunately since we do not yet have capture
information in CSApply, this required us to put the isolation change into
TypeCheckConcurrency.cpp and basically have function conversions of the form:

```
(function_conversion_expr type="nonisolated(nonsending) () async -> Void"
   (closure_expr type="() async -> ()" isolated_to_caller_isolation))
```

Notice how we have a function conversion to nonisolated(nonsending) from a
closure expr that has an isolation that is isolated_to_caller.

2. With this in hand, we found that this pattern caused us to first thunk a
nonisolated(nonsending) function to an @concurrent function and then thunk that
back to nonisolated(nonsending), causing the final function to always be
concurrent. I put into SILGen a peephole that recognizes this pattern and emits
the correct code.

3. With that in hand, we found that we were emitting nonisolated(nonsending)
parameters for inheritActorContext functions. This was then fixed by @xedin in

With all this in hand, closure literal isolation and all of the other RBI tests
with nonisolated(nonsending) enabled pass.

065ffa3b72 [rbi] Convert all rbi tests to run also in NonisolatedNonsendingByDefault.
Going to update the tests in the next commit. This just makes it easier to
review.

e12201769d [AST/Sema/SIL] Implement @_inheritActorContext(always)
- Extend `@_inheritActorContext` attribute to support optional `always` modifier.
  The new modifier will make closure context isolated even if the parameter is not
  captured by the closure.
- Implementation `@_inheritActorContext` attribute validation - it could only be
  used on parameter that have `@Sendable` or `sending` and `@isolated(any)` or
  `async` function type (downgraded to a warning until future major Swift mode
  to avoid source compatibility issues).
- Add a new language feature that guards use of `@_inheritActorContext(always)` in swift interface files
- Update `getLoweredLocalCaptures` to add an entry for isolation parameter implicitly captured by `@_inheritActorContext(always)`
- Update serialization code to store `always` modifier

082b824a8e [rbi] Change Region Based Isolation for closures to not use the AST and instead just use SIL.
The reason why I am doing this is that in certain cases the AST captures indices
will never actually line up with partial apply capture indices since we seem to
"smush" together closures and locally defined functions.

NOTE: The reason for the really small amount of test changes is that this change
does not change the actual output by design. The only cases I had to change were
a case where we began to emit a better diagnostic and also where I added code
coverage around _ and let _ since those require ignored_use to be implemented so
that they would be diagnosed (previously we just did not emit anything so we
couldn't emit the diagnostic at the SIL level).

c02fc4724d Tests: Remove -disable-availability-checking from many Concurrency tests.
Instead, use the `%target-swift-5.1-abi-triple` substitution to compile the tests
for deployment to the minimum OS versions required for use of _Concurrency APIs.

e7e035f60c [region-isolation] Convert the transfer non sendable typed error to be a new short-error, long-note form error.
I also messed with the text a little bit.

This eliminates the last of the old style diagnostics.

f781ad366d [sending] Compensate in SILGen for a typechecker bug where we do not properly mark actor isolated async closures passed to an inheritActorContext argument as being Sendable.
The reason why I am fixing this is that otherwise, we get a warning when one
creates an actor isolated closure and pass it into a task, e.x.:

```swift
@MainActor func test() {
  // We would get a warning on the closure below saying that we are sending
  // a closure that is MainActor isolated.
  Task {
    ...
  }
}
```

b786c60e00 [region-isolation] Squelch errors from convert_function uses from a Sendable function.
We view the conversion from a Sendable to a non-Sendable function via
convert function to produce a new fresh sendable value. We should
squelch that error.

3f39bdc1ed [sending] closure literals that are passed as sending parameters are now inferred to be nonisolated.
Consider the following piece of code and what the isolation is of the closure
literal passed to doSomething():

```swift
func doSomething(_ f: sending () -> ()) { ... }

@MyCustomActor
func foo() async {
  doSomething {
    // What is the isolation here?
  }
}
```

In this case, the isolation of the closure is @MyCustomActor. This is because
non-Sendable closures are by default isolated to their current context (in this
case @MyCustomActor since foo is @MyCustomActor isolated). This is a problem
since

1. Our closure is a synchronous function that does not have the ability to hop
to MyCustomActor to run said code. This could result in a concurrency hole
caused by running the closure in doSomething() without hopping to
MyCustomActor's executor.

2. In Region Based Isolation, a closure that is actor isolated cannot be sent,
so we would immediately hit a region isolation error.

To fix this issue, by default, if a closure literal is passed as a sending
parameter, we make its isolation nonisolated. This ensures that it is
disconnected and can be transferred safely.

In the case of an async closure literal, we follow the same semantics, but we
add an additional wrinkle: we keep support of inheritActorIsolation. If one
marks an async closure literal with inheritActorIsolation, we allow for it to be
passed as a sendable parameter since it is actually Sendable under the hood.
