fd4828e40a Eliminate -assume-parsing-unqualified-ownership-sil from tests.
I am doing this separately from the actual change to eliminate the option to
make it easier to review.

d746a6d1db tests: annotate dllstorage on IRGen tests
This adds the dllstorage annotations on the tests.  This first pass gets
most of the IRGen tests passing on Windows (though has dependencies on
other changes).  However, this allows for the changes to be merged more
easily as we cannot regress other platforms here.

f01af883fc IRGen: Use known value witness tables for common type layouts.
If a type has the same layout as one of the basic integer types, or has a single refcounted pointer representation, we can use prefab value witness tables from the runtime instead of instantiating new ones. This saves quite a bit of code size, particularly in the Apple SDK overlays, where there are lots of swift_newtype wrappers and option set structs.

1d3724666f tests: convert about 400 tests to the new mangling by using the -new-mangling-for-tests option
When the new mangling is enabled permanently, the option can be removed from the RUN command lines again.

b49a4525c3 SIL: Only give type metadata public linkage if -sil-serialize-all is on
Otherwise, any types referenced from transparent functions must be
public or @_versioned.

8cb1175e49 IRGen: Emit public definitions with protected visibility on ELF.
This prevents the linker from trying to emit relative relocations to locally-defined public symbols into dynamic libraries, which gives ld.so heartache.

42c71b7972 Don't mangle directness into type metadata symbols.
Anywhere we can't directly address type metadata in Swift, we've found we need a function call. Directness isn't useful here.

43d620c7e0 IRGen: Export direct metadata symbols at the address point of the metadata object.
This is more resilient, since we want to be able to add more information behind the address point of type objects. The start of the metadata object is now an internal "full metadata" symbol.

Note that we can't do this for known opaque metadata from the C++ runtime, since clang doesn't have a good way to emit offset symbol aliases, so for non-nominal metadata objects we still emit an adjustment inline. We also aren't able to generate references to aliases within the same module due to an MC bug with alias refs on i386 and armv7 (rdar://problem/22450593).

2969aab1c1 Stop giving local types private linkage; the debugger may still access them.
Instead, just fall through to the normal public/internal/private switch
added in the previous commit. Local declarations are always private.

Make sure we emit all local declarations by using the list in the SourceFile,
rather than walking the AST (which missed a few cases and was less efficient
anyway).

As an exception, declarations without accessibility at all still get private
linkage. These are things like local variables that don't get accessed by
symbol, even when using the debugger.

014fd87928 Treat private type declarations as "hidden" in SIL (rather than public).
Easy cut down on exported symbols. Unless a private type is referenced in
an inlineable function, there's no way to generate a reference to it
outside of the current file, except in the debugger. (That last bit is why
we can't use fully private linkage, which would keep the symbol out of the
symbol table completely.)

We should be doing this for "internal" declarations as well, but the
standard library /does/ have references to internal types in inlineable
functions, and also has tests that directly access these types.
