e831274256 Make @abi non-experimental
This includes changing the feature name so that compilers with the experimental feature don’t accidentally pick up content that only works in the final version.

9be9b6fad6 Inherit access control in @abi
ABI-only declarations now inherit access control modifiers like `public` or `private(set)`, as well as `@usableFromInline` and `@_spi`, from their API counterpart. This means these attributes and modifiers don’t need to be specified in an `@abi` attribute.

Very few tests because we aren’t yet enforcing the absence of these attributes.

3baba0b262 Type check @abi decls (sans attrs)
This commit compares the decl inside the `@abi` attribute to the decl it’s attached to, diagnosing ABI-incompatible differences. It does not yet cover attributes, which are a large undertaking.

0f3cf62c55 Use @abi attribute in mangling
What’s implemented now is actually *far* more thorough than what the surface syntax can currently express, mainly because I can’t apply @abi to nominal types yet.

1c4b67afd1 Adapt tests to changes to keep functions for debugger on Onone
Now that we keep many more functions on unoptimized builds, many tests
need to be changed to either:
- Account for function that wasn't being emitted before to being emitted
  now.
- Account for functions that previously were being emitted lazily to
  being emitted eagerly now.

d746a6d1db tests: annotate dllstorage on IRGen tests
This adds the dllstorage annotations on the tests.  This first pass gets
most of the IRGen tests passing on Windows (though has dependencies on
other changes).  However, this allows for the changes to be merged more
easily as we cannot regress other platforms here.

d6e1866344 [SIL] Make @_silgen_name and @_cdecl functions immune to some optimizations (#12696)
@_silgen_name and @_cdecl functions are assumed to be referenced from
C code. Public and internal functions marked as such must not be deleted
by the optimizer, and their C symbols must be public or hidden respectively.

the lit change implementing this syntax.

39fa2f0228 Use the swift calling convention for swift functions
Use the generic type lowering algorithm described in
"docs/CallingConvention.rst#physical-lowering" to map from IRGen's explosion
type to the type expected by the ABI.

Change IRGen to use the swift calling convention (swiftcc) for native swift
functions.

Use the 'swiftself' attribute on self parameters and for closures contexts.

Use the 'swifterror' parameter for swift error parameters.

Change functions in the runtime that are called as native swift functions to use
the swift calling convention.

fbd2e4d872 Rename @asmname to @_silgen_name.
This reflects the fact that the attribute's only for compiler-internal use, and isn't really equivalent to C's asm attribute, since it doesn't change the calling convention to be C-compatible.

793b3326af Implement the new rules for argument label defaults.
The rule changes are as follows:
  * All functions (introduced with the 'func' keyword) have argument
  labels for arguments beyond the first, by default. Methods are no
  longer special in this regard.
  * The presence of a default argument no longer implies an argument
  label.

The actual changes to the parser and printer are fairly simple; the
rest of the noise is updating the standard library, overlays, tests,
etc.

With the standard library, this change is intended to be API neutral:
I've added/removed #'s and _'s as appropriate to keep the user
interface the same. If we want to separately consider using argument
labels for more free functions now that the defaults in the language
have shifted, we can tackle that separately.

3b04d1b013 tests: reorganize tests so that they actually use the target platform
Most tests were using %swift or similar substitutions, which did not
include the target triple and SDK.  The driver was defaulting to the
host OS.  Thus, we could not run the tests when the standard library was
not built for OS X.

81776635c5 Add an asmname attribute which overrides the default mangling for a swift function. This is a complete hack, and we intend to remove it (along with function declarations which don't include a definition) once we can properly import C modules. <rdar://problem/11306201>.
