3ec5d7de24 SIL: replace the is_escaping_closure instruction with destroy_not_escaped_closure
The problem with `is_escaping_closure` was that it didn't consume its operand and therefore reference count checks were unreliable.
For example, copy-propagation could break it.
As this instruction was always used together with an immediately following `destroy_value` of the closure, it makes sense to combine both into a `destroy_not_escaped_closure`.
It
1. checks the reference count and returns true if it is 1
2. consumes and destroys the operand

7ae56aab2e [sil] Add a new instruction ignored_use.
This is used for synthetic uses like _ = x that do not act as a true use but
instead only suppress unused variable warnings. This patch just adds the
instruction.

Eventually, we can use it to move the unused variable warning from Sema to SIL
slimmming the type checker down a little bit... but for now I am using it so
that other diagnostic passes can have a SIL instruction (with SIL location) so
that we can emit diagnostics on code like _ = x. Today we just do not emit
anything at all for that case so a diagnostic SIL pass would not see any
instruction that it could emit a diagnostic upon. In the next patch of this
series, I am going to add SILGen support to do that.

ec70054c93 IRGen: further generalise runtime function generation
This adjusts the runtime function declaration handling to track the
owning module for the well known functions. This allows us to ensure
that we are able to properly identify if the symbol should be imported
or not when building the shared libraries. This will require a
subsequent tweak to allow for checking for static library linkage to
ensure that we do not mark the symbol as DLLImport when doing static
linking.

67b8c08ef1 SILLinker: convert an assert to a compiler error message
Having a wrong linkage can happen if the user "re-defines" an existing function with a wrong linkage, e.g. using `@_cdecl`.

3c38c79f7a [region-isolation] Implement MergeIsolationRegionInst.
I am adding this instruction to express artificially that two non-Sendable
values should be part of the same region. It is meant to be used in cases where
due to unsafe code using Sendable, we stop propagating a non-Sendable dependency
that needs to be made in the same region of a use of said Sendable value. I
included an example in ./docs/SIL.rst of where this comes up with @out results
of continuations.

561662d6cc [sil] Add a new instruction called ThunkInst.
For now this will only be used for HopToMainActorIfNeeded thunks. I am creating
this now since in the past there has only been one option for creating
thunks... to create the thunk in SILGen using SILGenThunk. This code is hard to
test and there is a lot of it. By using an instruction here we get a few benefits:

1. We decouple SILGen from needing to generate new kinds of thunks. This means
that SILGenThunk does not need to expand to handle more thunks.

2. All thunks implemented via ThunkInst will be easy to test in a decoupled way
with SIL tests.

3. Even though this stabilizes the patient, we still have many thunks in SILGen
and various parts of the compiler. Over time, we can swap to this model,
allowing us to hopefully eventually delete SILGenThunk.

f9b524b1cb AliasAnalysis: a complete overhaul of alias- and memory-behavior analysis
The main changes are:

*) Rewrite everything in swift. So far, parts of memory-behavior analysis were already implemented in swift. Now everything is done in swift and lives in `AliasAnalysis.swift`. This is a big code simplification.

*) Support many more instructions in the memory-behavior analysis - especially OSSA instructions, like `begin_borrow`, `end_borrow`, `store_borrow`, `load_borrow`. The computation of end_borrow effects is now much more precise. Also, partial_apply is now handled more precisely.

*) Simplify and reduce type-based alias analysis (TBAA). The complexity of the old TBAA comes from old days where the language and SIL didn't have strict aliasing and exclusivity rules (e.g. for inout arguments). Now TBAA is only needed for code using unsafe pointers. The new TBAA handles this - and not more. Note that TBAA for classes is already done in `AccessBase.isDistinct`.

*) Handle aliasing in `begin_access [modify]` scopes. We already supported truly immutable scopes like `begin_access [read]` or `ref_element_addr [immutable]`. For `begin_access [modify]` we know that there are no other reads or writes to the access-address within the scope.

*) Don't cache memory-behavior results. It turned out that the hit-miss rate was pretty bad (~ 1:7). The overhead of the cache lookup took as long as recomputing the memory behavior.

1d961ba22d Add #include "swift/Basic/Assertions.h" to a lot of source files
Although I don't plan to bring over new assertions wholesale
into the current qualification branch, it's entirely possible
that various minor changes in main will use the new assertions;
having this basic support in the release branch will simplify that.
(This is why I'm adding the includes as a separate pass from
rewriting the individual assertions)

2a5d07522d [SIL] Add extend_lifetime instruction.
It indicates that the value's lifetime continues to at least this point.
The boundary formed by all consuming uses together with these
instructions will encompass all uses of the value.

4ecfc96578 [SIL][PackageCMO] Allow optimizing [serialized_for_pkg] functions during SIL
inlining, generic/closure specialization, and devirtualization optimization passes.

SILFunction::canBeInlinedIntoCaller now exlicitly requires a caller's SerializedKind_t arg.
isAnySerialized() is added as a convenience function that checks if [serialized] or [serialized_for_pkg].

5ccc4cd394 SIL function can be serialized with different kinds: [serialized] or
[serialized_for_package] if Package CMO is enabled. The latter kind
allows a function to be serialized even if it contains loadable types,
if Package CMO is enabled. Renamed IsSerialized_t as SerializedKind_t.

The tri-state serialization kind requires validating inlinability
depending on the serialization kinds of callee vs caller; e.g. if the
callee is [serialized_for_package], the caller must be _not_ [serialized].
Renamed `hasValidLinkageForFragileInline` as `canBeInlinedIntoCaller`
that takes in its caller's SerializedKind as an argument. Another argument
`assumeFragileCaller` is also added to ensure that the calle sites of
this function know the caller is serialized unless it's called for SIL
inlining optimization passes.

The [serialized_for_package] attribute is allowed for SIL function, global var,
v-table, and witness-table.

7fd4311d7d [SIL] Verify complete lifetimes when option set.
Only pass DeadEndBlocks to verifyOwnership if OSSAVerifyComplete is not
set.  The verifier keys off of the nullness of DeadEndBlocks to decide
whether to verify complete lifetimes or not.

9779c18da3 Rename startswith to starts_with
LLVM is presumably moving towards `std::string_view` -
`StringRef::startswith` is deprecated on tip. `SmallString::startswith`
was just renamed there (maybe with some small deprecation inbetween, but
if so, we've missed it).

The `SmallString::startswith` references were moved to
`.str().starts_with()`, rather than adding the `starts_with` on
`stable/20230725` as we only had a few of them. Open to switching that
over if anyone feels strongly though.

cc9e53bb08 embedded: allow dead function elimination for de-serialized functions
In embedded swift all de-serialized get public linkage because all the code is generated in the top-level module.
This change moves the point where we make de-serialized functions public to the end of the pipeline.
This allows dead function elimination to remove unused de-serialized functions.
For some stdlib functions (actually one: the Double initializer for a builtin integer) is essential, because codegen for embedded produces an unresolved symbol.

11f0ff6e32 [sil] Ensure that all SILValues have a parent function by making it so that SILUndef is uniqued at the function instead of module level.
For years, optimizer engineers have been hitting a common bug caused by passes
assuming all SILValues have a parent function only to be surprised by SILUndef.
Generally we see SILUndef not that often so we see this come up later in
testing. This patch eliminates that problem by making SILUndef uniqued at the
function level instead of the module level. This ensures that it makes sense for
SILUndef to have a parent function, eliminating this possibility since we can
define an API to get its parent function.

8b24382494 SwiftCompilerSources: cleanup and extend ArgumentConventions
Provide APIs needed by lifetime dependence diagnostics, namely LifetimeDependenceConvention.

Reorganize the APIs so it's easy to find related functionality which
API is responsible for which functionality.

Remove the originalFunctionConvention complexity. It is no longer
needed for lifetime dependence inference, and generally should be
avoided in SIL.

Add some placeholder FIXMEs because this not a good PR in which to
change existing functionality.

72a7760027 Support package SIL linkage.
Decls with a package access level are currently set to public SIL
linkages. This limits the ability to have more fine-grained control
and optimize around resilience and serialization.
This PR introduces a separate SIL linkage and FormalLinkage for
package decls, pipes them down to IRGen, and updates linkage checks
at call sites to include package linkage.

e271973246 Fix FunctionTest memory corruption in SwiftCompilerSouces.
A FunctionTest created in Swift source has no persistent storage
address. This results in sporadic crashes when running unit tests.

Fix the FunctionTest registry to store the value of the test.

Eventually, we could probably rig something up with @_rawLayout, but
it makes more sense for FunctionTest to be a value type anyway.

6a65c7829e [sil] Add tuple_addr_constructor an instruction that can be used to initial a tuple in memory from individual address and object components.
This commit just introduces the instruction. In a subsequent commit, I am going
to add support to SILGen to emit this. This ensures that when we assign into a
tuple var we initialize it with one instruction instead of doing it in pieces.
The problem with doing it in pieces is that when one is emitting diagnostics it
looks semantically like SILGen actually is emitting code for initializing in
pieces which could be an error.
