215c4e1c25 NCGenerics: restrict conditional Copyable reqs 
It doesn't really make sense for a conditional conformance requirement
for `Copyable` to depend on any other requirement other than other
`Copyable` conformance requirements.

affd1bf8fd AST: Fold RequirementBase into it's three subclasses 
It's a very simple algebraic data type, and factoring it out into
a template doesn't carry its weight.
