ba467d2bd2 [Sema] Enable suppression of inferred conformances.
Add the machinery to support suppression of inference of conformance to
protocols that would otherwise be derived automatically.

This commit does not enable any conformances to be suppressed.

533a744623 Parse suppressed-conformance constraints in expressions and validate them
Ensure that we're properly parsing suppressed-conformance constraints
in expression contents and in metatypes. This allows types like `any
~Copyable` in expression context as well as types like `any
~Copyable.Type`.

While we're here, ensure that existentials that involve
suppressed-conformance constraints are spelled with `any`.

Changes highlights:

dependsOn(paramName) and dependsOn(scoped argName) syntax

dependsOn(paramName) -> copy lifetime dependence for all parameters/self except
                         when we have Escapable parameters/self, we assign scope
                         lifetime dependence.

Allow lifetime dependence on parameters without ownership modifier.

Always infer copy lifetime dependence except when we have
Escapable parameters/self, we infer scope lifetime dependence.

Allow lifetime dependence inference on parameters without ownership modifier.

9779c18da3 Rename startswith to starts_with
LLVM is presumably moving towards `std::string_view` -
`StringRef::startswith` is deprecated on tip. `SmallString::startswith`
was just renamed there (maybe with some small deprecation inbetween, but
if so, we've missed it).

The `SmallString::startswith` references were moved to
`.str().starts_with()`, rather than adding the `starts_with` on
`stable/20230725` as we only had a few of them. Open to switching that
over if anyone feels strongly though.

1437acdf22 Implement conditional feature suppression.
Our standard conception of suppressible features assumes we should
always suppress the feature if the compiler doesn't support it.
This presumes that there's no harm in suppressing the feature, and
that's a fine assumption for features that are just adding information
or suppressing new diagnostics.  Features that are semantically
relevant, maybe even ABI-breaking, are not a good fit for this,
and so instead of reprinting the decl with the feature suppressed,
we just have to hide the decl entirely.  The missing middle here
is that it's sometimes useful to be able to adopt a type change
to an existing declaration, and we'd like older compilers to be
able to use the older version of the declaration.  Making a type
change this way is, of course, only really acceptable for
@_alwaysEmitIntoClient declarations; but those represent quite a
few declarations that we'd like to be able to refine the types of.

Rather than trying to come up with heuristics based on
@_alwaysEmitIntoClient or other sources of information, this design
just requires the declaration to opt in with a new attribute,
@_allowFeatureSuppress.  When a declaration opts in to suppression
for a conditionally-suppressible feature, the printer uses the
suppression serially-print-with-downgraded-options approach;
otherwise it uses the print-only-if-feature-is-available approach.

976f1494f5 [NFC] Introduce DiagRef and use it throughout the parser
The goal is to have a lightweight way to pass an unapplied
diagnostic to general routines.  Constructing a Diagnostic
is quite expensive as something we're potentially doing in
hot paths, as opposed to just when we're actually emitting
the diagnostic.  This design allows the expense to be delayed
until we need it.

I've also optimized the Diagnostic constructor to avoid
copying arguments unnecessarily; this is a relatively small
expense, since arguments are POD, but there's really no good
reason not to do it.

bf2ec7eb85 [transferring] Change transferring to no longer be a ParamSpecifier.
Instead it is a bit on ParamDecl and SILParameterInfo. I preserve the consuming
behavior by making it so that the type checker changes the ParamSpecifier to
ImplicitlyCopyableConsuming if we have a default param specifier and
transferring is set. NOTE: The user can never write ImplicitlyCopyableConsuming.

NOTE: I had to expand the amount of flags that can be stored in ParamDecl so I
stole bits from TypeRepr and added some logic for packing option bits into
TyRepr and DefaultValue.

41cdfb04ad Introduce a proper TypeAttribute class hierarchy.
The old TypeAttributes reprsentation wasn't too bad for a small number of
simple attributes.  Unfortunately, the number of attributes has grown over
the years by quite a bit, which makes TypeAttributes fairly bulky even at
just a single SourceLoc per attribute.  The bigger problem is that we want
to carry more information than that on some of these attributes, which is
all super ad hoc and awkward.  And given that we want to do some things
for each attribute we see, like diagnosing unapplied attributes, the linear
data structure does require a fair amount of extra work.

I switched around the checking logic quite a bit in order to try to fit in
with the new representation better.  The most significant change here is the
change to how we handle implicit noescape, where now we're passing the
escaping attribute's presence down in the context instead of resetting the
context anytime we see any attributes at all.  This should be cleaner overall.

The source range changes around some of the @escaping checking is really a
sort of bugfix --- the existing code was really jumping from the @ sign
all the way past the autoclosure keyword in a way that I'm not sure always
works and is definitely a little unintentional-feeling.

I tried to make the parser logic more consistent around recognizing these
parameter specifiers; it seems better now, at least.

695e69e09e [CodeComplete] Suggest single argument labels if code completion is invoked at start of function call with exiting parameters
This removes the distinction between argument completions and postfix expr paren completions, which was meaningless since solver-based completion.

It then determines whether to suggest the entire function call pattern (with all argument labels) or only a single argument based on whether there are any existing arguments in the call.

For this to work properly, we need to improve parser recovery a little bit so that it parsers arguments after the code completion token properly.

This should make call pattern heuristics obsolete.

5e7854f46b [AST] Remove static loc and spelling kind from AccessorDecl
The spelling kind was only ever set to
`StaticSpellingKind::None`, and the static location
was never used for anything (and should be queried
on the storage anyway). This doesn't affect the
computation of `isStatic` since `IsStaticRequest`
already takes the static-ness from the storage for
accessors.

* If 'ASTGenVisitor' encounters a AST node that hasn't been migrated,

  parser.
* The legacy parser calls ASTGen's
  'swift_ASTGen_build(Decl|Stmt|Expr|Type)' for each ASTNode "parsing"
  (unless the call is not directly from the ASTGen.)

ef642098f2 [Typed throws] Parsing and AST representation for typed errors
Parse typed throw specifiers as `throws(X)` in every place where there
are effects specified, and record the resulting thrown error type in
the AST except the type system. This includes:
* `FunctionTypeRepr`, for the parsed representation of types
* `AbstractFunctionDecl`, for various function-like declarations
* `ClosureExpr`, for closures
* `ArrowExpr`, for parsing of types within expression context

This also introduces some serialization logic for the thrown error
type of function-like declarations, along with an API to extract the
thrown interface type from one of those declarations, although right
now it will either be `Error` or empty.

6ee44f09b4 Introduce then statements
These allow multi-statement `if`/`switch` expression
branches that can produce a value at the end by
saying `then <expr>`. This is gated behind
`-enable-experimental-feature ThenStatements`
