76243a25db [windows][toolchain] Build sanitizers and builtins standalone for all SDKs (#78861)
Unified builds of compiler-rt together with LLVM failed for the Android SDKs. It got too complicated to redirect the way LLVM would configure the nested build-trees. Standalone builds slightly increase build time, but they turned out much simpler and we end up with less duplication of definitions.

This should address https://bugs.swift.org/browse/SR-6848.

Couldn't transform the unsafeGet to get because it would produce an
infinite loop.

01a0de27ec [test] Update for remote-run-ing tests on a different macOS (#18966)
Most of this is just "remember to specify the inputs and outputs on
the command line, so remote-run can see them". A bit is "prefix
environment variables with '%env-'". And the last few are "yeah,
this was never going to work in a remote environment".

In the few cases where I couldn't think of anything reasonable, I just
marked the test as "UNSUPPORTED: remote_run", a new "feature".

28dffe7be9 test: disable sanitizer_coverage on Linux for now
This test fails with LSAN.  It is unclear why this is failing with the
ELF metadata change.  This looks like a latent issue.  XFAIL it until we
can properly look into this.

827f573d6b Teach the Swift front-end to generate code with
"Sanitizer Coverage" with a new flag ``-sanitize-coverage=``. This
flag is analogous to Clang's ``-fsanitize-coverage=``.

This instrumentation currently requires ASan or TSan to be enabled
because the module pass created by ``createSanitizerCoverageModulePass()``
inserts calls into functions found in compiler-rt's "sanitizer_common".
"sanitizer_common" is not shipped as an individual library but instead
exists in several of the sanitizer runtime libraries so we have to
link with one of them to avoid linking errors.

The rationale between adding this feature is to allow experimentation
with libFuzzer which currently relies on "Sanitizer Coverage"
instrumentation.
