AST: Accept AvailabilityDomains as diagnostic arguments.

This simplifies the code to emit availabilty diagnostics and ensures that they
display domain names consistently. While updating existing diagnostics, improve
consistency along other dimensions as well.

Delay resolution of availability domain identifiers parsed in availability
specifications until type-checking. This allows custom domain specifications to
be written in `if #available` queries.

This will unblock parsing and type-checking availability queries that specify
custom availability domains, e.g.:

Generalize tests for both diagnostic styles, or force the LLVM style
...
These tests are using FileCheck to check the result of diagnostic
formatting in ways that don't match the new formatter. Force the old
formatter or, where possible, generalize so that they match both
formatters.

[Sema] Define availability via compiler flag

Introduce availability macros defined by a frontend flag.
This feature makes it possible to set the availability
versions at the moment of compilation instead of having
it hard coded in the sources. It can be used by projects
with a need to change the availability depending on the
compilation context while using the same sources.
The availability macro is defined with the `-define-availability` flag:
swift MyLib.swift -define-availability "_iOS8Aligned:macOS 10.10, iOS 8.0" ..
The macro can be used in code instead of a platform name and version:
@available(_iOS8Aligned, *)
public func foo() {}
