In an explicit build LLDB needs to be able import the unmodified .pcms, so
having the exact same flags matters there, and there is no risk of a
recompilation failure, because nothing is recompiled.

Un-XFAIL tests on Linux now that ObjC interop is controllable. There
are a couple of tests that remain which are dependent on Foundation.
Fix a configuration issue that resulted in a number of tests failing on
Linux.
Filter out any -ivfsoverlay options that include an
unextended-module-overlay.yaml overlay. By convention the Xcode
buildsystem uses these while *building* mixed Objective-C and Swift
frameworks; but they should never be used to *import* the module
defined in the framework.

This has the effect of propagating the search path to the clang importer as '-iframework'.
It doesn't affect whether a swift module is treated as system or not, this can be done as follow-up enhancement.
This makes Swift (a) more likely to prefer frameworks over bare headers,
reducing potential issues with non-modular headers, and (b) more likely
to fail in the same way as LLDB if the -Xcc options also contain or affect
search paths.

...and always serialize -working-directory for Clang. (But allow it to be
overridden by a later -Xcc -working-directory.)
Not having this has caused plenty of headaches for the debugger, which is the
primary client of this information. We can still get into bad situations with
search paths that don't exist at all (say, when a built framework is transferred
to another computer), but at least we won't fall over in multi-project workspaces.
This isn't an actual command-line option for a few reasons:
- SourceKit is still using frontend options directly, and they'll need something
like this to fix rdar://problem/21912068.
- We might want to be more formal about passing this to Clang.
- I don't actually like the existence of such an option for users.
We can revisit this later if the scales tip. Fixing the debugging issue is the
priority.
