Introduce a marker protocol SendableMetatype that is used to indicate
when the metatype of a type will conform to Sendable. Specifically,
`T: SendableMetatype` implies `T.Type: Sendable`. When strict
metatype sendability is enabled, metatypes are only sendable when `T:
SendableMetatype`.
All nominal types implicitly conform to `SendableMetatype`, as do the
various builtin types, function types, etc. The `Sendable` marker
protocol now inherits from `SendableMetatype`, so that `T: Sendable`
implies `T.Type: Sendable`.

Member operators of concrete nominal types must declare at least
one parameter with that type, like
```
struct S {
static func +(lhs: S, rhs: Int) -> S {}
}
```
For protocol member operators, we would look for a parameter of type
`Self`, or an existential type `any P`. While the latter was
consistent with the concrete nominal type case, it was actually
wrong because then the resulting interface type does not give the
type checker any way to bind the `Self` type parameter.
There were two existing test cases that now produce errors, which I
believe is now correct. While this is technically a source break,
because these bogus operators seemingly cannot be witnessed or called,
such a protocol probably had no conforming types.

Unfortunately, we can't make this optimization work internally for now.
However, we can revisit it later. One strategy would be to emit the
witness as a private declaration, so that clients call it through the
witness table.

Before this change, the ABI checker didn't complain about missing @available
attributes on new APIs if the enclosing scopes of new APIs have
availability information. Instead, we should require explicit @available attributes
for new APIs to prevent them inheriting wrong availability information from a
preexisting scope.

When referring to an actor-isolated declaration from outside of the
actor, ensure that the types involved conform to the `ConcurrentValue`
protocol. Otherwise, produce a diagnostic stating that it is unsafe to
pass such types across actors.
Apply the same rule to local captures within concurrent code.
Removing or updating @_alwaysEmitIntoClient functions are never ABI-breaking, thus
we should exclude them from the symbol set for ABI stability checking.

Because we won’t be serializing this attribute, add custom diagnostics for the cases where:
- We add @_hasMissingDesignatedInits to an open class, which means subclasses won’t be able to inherit its inits
- We remove @_inheritsConvenienceInitializers, which means APIs are removed
If client's subclass provides an implementation of all of its superclass designated
initializers, it automatically inherits all of the superclass convenience initializers.
This means if a new designated init is added to the base class, the inherited
convenience init may be missing and cause breakage.

ABI/API checker should check semantic differences of two modules.
Adhering too strictly to the actual ASTs could yield false positives. This
patch populates ObjC, Dynamic and Final to the attribute list if AST
APIs say so.

This change introduces a Json format change where we always print fully
qualified type names everywhere. This is beneficial for diagnosing purposes but
may not be ideal for generating migrator scripts. To resolve this conflict, the
patch also introduces a flag -migrator to opt-out fully qualified type names.
After the format change, we need to update the ABI and API baselines for the
Swift stdlib.
Removing accessors other than getter and setter can be ABI breaking. This
patch starts to formally include all accessor decls in the tree and diagnose
their removal. This change only applies to the ABI checker since we still
exclude accessors other than getter and setter when diagnosing source
compatibility.
Including accessors formally can also allow us to check the missing
of availability attributes for newly added accessors.

version. This patch teaches the tool to diagnose its missing.

To incorporate extensions to types from other modules, the tool sometimes needs
to pull type declaration from external modules even though these modules
are not under checking. We need a flag to explicitly mark such case.
SDK conformance nodes include only protocol
`name` and `printedName`, both are demangled.
USR field of the protocol type is added, to be able
to uniquely identify conformances.
ABI placeholders are decls with attribute '@available(macOS 9999, iOS
9999, tvOS 9999, watchOS 9999, *)'. The diagnostics phase could be
forgiving for ABI breakages on these decls since they are added
recently. This patch adds a new flag to the json file indicating whether
a declaration or a conformance is an ABI placeholder. The checking of
placeholder is transitive, meaning a decl is an ABI placeholder if its
decl context is one.

it's inherited from super protocol. This patch teaches the json dump to
