6fa84150c5 [AST] Eliminate IfConfigStmt 
Resolves: https://bugs.swift.org/browse/SR-4426

* Make IfConfigDecl be able to hold ASTNodes
* Parse #if as IfConfigDecl
* Stop enclosing toplevel #if into TopLevelCodeDecl.
* Eliminate IfConfigStmt
