Treat the C++ interop modules similar to the Concurrency and
StringProcessing modules, enabled through a top-level global flag. The
flag now enables disabling the C++ interop modules when the standard
library is built.

This patch ties the runtime and stdlib backtracing pieces together.
The `__swift_isThunkFunction` SPI is provided in the backtracing
runtime, which is gated behind `SWIFT_ENABLE_BACKTRACING`. If that flag
is turned off, the `Backtracing` part of the stdlib fails to build
because the symbols are missing, causing a build failure.
I've also added the explicit `option(SWIFT_ENABLE_BACKTRACING` option so
that incremental re-runs of CMake get the flag added with a nice
comment and a boolean value. The option is defaulted to OFF, though
build-script is defaulting it to ON.
Remote Mirror should be building under the control of its own flag, not
trying to hijack the standard library build flags. If presets want (or do
not want) remote mirror, they should set its build flag appropriately.
(The default is to build it, so mostly this means some things should be
disabling it. I'd already done the work for that as part of previous
PRs, but apparently stopped short of completely dissociating it from
`SWIFT_BUILD_STDLIB`, which was an error as it means that the minimal
preset and things based on it are currently slightly broken.)

Added some extra code to AddSwiftStdlib.cmake so executable targets can
specify target SDKs the same way libraries currently can.
Updated the Backtracing targets to specify just OS X for now.
The Linux Swift compiler is ICEing when building _Backtracing, while
Windows still needs some tweaks. In order to land this sooner, disable
this code except for macOS.
This is Swift's external backtracer. It's written in Swift, and it's
responsible for generating nice backtraces when Swift programs crash.
It makes use of the new `_Backtracing` library, which is also (mostly,
aside from some assembly language) implemented in Swift.

This is not public API at this point, but will be used by the external

The C++ stdlib overlay binaries (`libswiftCxx` and `libswiftCxxStdlib`) are now a part of the toolchain, not the OS SDKs. This makes sure that `libswiftCxx` is built when building the toolchain separately from the stdlib.

This happens because the headers in both the source dir and the build dir refer to SwiftShims headers by relative path, and both the source root and the build root contain SwiftShims headers (which are equivalent, but since they are located in different dirs, Clang treats them as different modules).

This change adds a module map for libstdc++, which allows it to be properly imported into Swift as a module. The module map is installed into `usr/lib/swift/linux/{arch}` similarly to `glibc.modulemap`, and is passed to Clang as `-fmodule-map-file`.
That means it is now possible to import std directly from Swift on Linux, when C++ interop is enabled.
The module map currently declares a single `std` module without splitting the headers into submodules. This is going to change in the near future.

As the _MatchingEngine module no longer contains the matching engine, this patch renames this module to describe its role more accurately. Because this module primarily contains the AST and the regex parsing logic, I propose we rename it to "_RegexParser".
Also renames the ExperimentalRegex module in SwiftCompilerSources to _RegexParser for consistency. This would prevent errors if sources in _RegexParser used qualified lookup with the module name.
Moved the _gCRAnnotations declarations to their own object module,
which will help to avoid duplicate symbol problems (at least with .a
files).
Also tweaked things to make it so that the demangler and runtime
versions of the message setting code will interoperate (and so that
they'll interoperate better with other implementations that might
creep in from somewhere, like the one in LLVMSupport).

The demangling library can't use the error handling from the main runtime
because it isn't always linked with it. However, it's useful to have
some error handling, and in particular to be able to get data into the
crash logs.
This is complicated because of the way the demangling library gets used,
the upshot of which is that I've had to add a second object library just
for libswiftCore's use, so that the demangler will use the runtime's
error handling functions when present, and fall back on its own when
they aren't.

These modules are part of the experimental declarative string processing feature. If accepted to the Standard Library, _StringProcessing will be available via implicit import just like _Concurrency, though _MatchingEngine will still be hidden as an implementation detail.
`_MatchingEngine` will contain the general-purpose pattern matching engine ISA, bytecode, and executor. `_StringProcessing` will contain regular expression and pattern matching APIs whose implementation depends on the matching engine..
Also consolidates frontend flag `-enable-experimental-regex` as `-enable-experimental-string-processing`.

Turn on -Wformat-nonliteral so that any format string that is passed through
a variable is turned into an error. There are a variety of reasonable ways
of fixing these where they occur, and it's safer to have this switched on.

Except for a handful of places we know about, there should be no static
constructors or destructors in the runtime; they're undesirable because
they inflate start up or shut down times, and in the case of destructors
we can't even guarantee that they will actually run (e.g. if the program
declares that it supports fast termination, they just won't).
It should be OK to change the warnings to errors as a result.

- If any of the `-g<kind>` flag is given -- except `-gnone`, debug
info will be printed into every generated SIL files.
- The `-gsil` is deprecated in favor of `-sil-based-debuginfo`. The
SILDebugInfoGenerator Pass now generates intermediate SIL file with
name "<output file>.sil_dbg_<n>.sil". Other functionalities of that
Pass remain the same.
This type can be put to good use outside of the concurrency runtime. Reexport it from libswift_Concurrency so it can still be found there as well.
