[NFC] Shortened SIL [init] flag.
Instead of writing out [initalization] for some instructions, use [init]
everywhere.

Eliminate -assume-parsing-unqualified-ownership-sil from tests.
I am doing this separately from the actual change to eliminate the option to

Test debug output of Generic Specializer pass
The next patch will add a combined API to output both debug messages and
remarks. This test ensures that the patch is an NFC for debug.
