cbc0ec3b88 Add -verify-ignore-unrelated where necessary (NFC)
These are tests that fail in the next commit without this flag. This
does not add -verify-ignore-unrelated to all tests with -verify, only
the ones that would fail without it. This is NFC since this flag is
currently a no-op.

ce28cdee93 Update the error message when subscripting String with Int. (#27069)
Instead of referring to a doc comment that isn't really accessible to the
developer, let's be accurate about what type they should be using here.

63b802ca88 [AST/Printing] Don't omit empty labels in special names
This makes diagnostics more verbose and accurate, because
it's possible to distinguish how many parameters there are
based on the message itself.

Also there are multiple diagnostic messages in a format of
`<descriptive-kind> <decl-name> ...` that get printed as
e.g. `subscript 'subscript'` if empty labels are omitted.

e6519fbd2b [stdlib] Make String.UTF8View bidirectional
This is a step along the way toward handling backward-compatiblity of UTF8View
slicing and preventing inadvertent creation of String instances that keep
inaccessible memory alive.

9159239995 Un-revert "[stdlib] String index interchange, etc." (#10812)
I failed to merge the upstream changes to swift-corelibs-foundation at the same
time as I merged that #9806, and it broke on linux. Going to get it right this
time.

b7d17b25ba Rename -parse flag to -typecheck
A parse-only option is needed for parse performance tracking and the
current option also includes semantic analysis.
