3b04d1b013 tests: reorganize tests so that they actually use the target platform 
Most tests were using %swift or similar substitutions, which did not
include the target triple and SDK.  The driver was defaulting to the
host OS.  Thus, we could not run the tests when the standard library was
not built for OS X.

ed3c0fc479 Add a private module cache to module_api_smoketest.swift 
%swift-ide-test includes a module cache option, but that is ignored
currently because of a bug in the module API subtool.

509bcb3829 Add a skeleton for a module API checker tool 
This commit defines a schema and YAML serialization for a significant
portion of our AST.  The API ingestion is a work in progress.
