For more fine grained annoations. For now, it's handled as the same as
'Keyword' name kind.
Fix an issue where 'extension' wasn't marked as "keyword".
Also, move 'static' priting out of 'SkipIntroducerKeywords' guard
because 'static' is not an declaration introducer.
