554fa49a1f Test: clean-up noncopyable_generics lit usage
There no longer is a lit feature called `noncopyable_generics`, it's
just always on now.

f296d8e158 NCGenerics: mass XFAIL tests
It's easier to get a handle on regressions while working through
failures if the tests that are known to not pass are XFAIL'd for
NoncopyableGenerics.

c5730beb42 API checker: only diagnose adding enum cases to exhaustive enums
Adding new cases to a non-exhaustive enum type isn't source-breaking
since it only triggers a warning.

f1fcec14f4 [Test] Generalize api-digester tests to all platforms.
The API digester tests were being run only for macOS, mainly
because they were not using %target-swift consistently. Lift
the unnecessary restriction so we run these tests more widely.

7a3ed15846 Exclude/fix certain tests for swift-evolve (#21276)
* Add swift_evolve feature and disable several tests

This change adds a swift_evolve feature to our lit configuration and uses it to mark several tests as unsupported by swift_evolve.

One of these—test/api-digester/stability-stdlib-abi.swift—is actually pretty bad; we would really like to have it. But the digester has known issues exposed by swift-evolve.

* Remove order dependency in another test

* Tweaks from Jordan’s review

* Distinguish between tests which are intentionally unsupported and temporarily disabled.
* Add an explanation for one unsupproted test.
* Code nitpick.

3f58f1e6d3 swift-module-digester: add a flag to include Swift decls specifically.
This flag allows us to diagnose the overlay part exclusively without digesting
the entire SDK framework.

45f9e4437d swift-api-digester: add a new flag to indicate whether the tool is checking ABI stability. (#18707)
When this flag turns on, all type nodes and generic signatures are canonicalized.

1aa7816956 swift-api-digester: teach the tool to serialize and de-serialize generic requirements.
The tool should diagnose the change of extension's applicability since
such change can be source-breaking. We need first to support the
requirements in the module dump. Currently, we decorate each
member defined in extension with a field called extension info. The
field will keep track of the generic requirements that need to be satisfied
for this decorated member to be applicable. This patch doesn't implement the checking
of requirements change.

7f0f8830cd Split AccessorDecl out from FuncDecl. NFC.
This has three principal advantages:

- It gives some additional type-safety when working
  with known accessors.

- It makes it significantly easier to test whether a declaration
  is an accessor and encourages the use of a common idiom.

- It saves a small amount of memory in both FuncDecl and its
  serialized form.
