fbc79d2f47 [CodeCompletion] Support SE-0253 callAsFunction() 
- In member completions, when 'callAsFunction' decls are found, suggest
  call patterns
- In call pattern completions, fallback to search 'callAsFunction' if
  the base type is not a function type
