SIL type lowering erases DynamicSelfType, so we generate
incorrect code when casting to DynamicSelfType. Fixing this
requires a fair amount of plumbing, but most of the
changes are mechanical.
Note that the textual SIL syntax for casts has changed
slightly; the target type is now a formal type without a '$',
not a SIL type.
Also, the unconditional_checked_cast_value and
checked_cast_value_br instructions now take the _source_
formal type as well, just like the *_addr forms they are
intended to replace.
The SIL generation for this builtin also changes: instead of generating the cond_fail instructions upfront, let the optimizer generate it, if the operand is a static string literal.
In worst case, if the second operand is not a static string literal, the Builtin.condfail is lowered at the end of the optimization pipeline with a default message: "unknown program error".

We did this for @in => @owned for all parameters before enabling +0. We decided
to defer this work to after +0 was turned back on.
This also fixes the array_contentof_opt test without making append(contentOf: )
take the container at +1.

I am going to leave in the infrastructure around this just in case. But there is
no reason to keep this in the tests themselves. I can always just revert this
and I don't think merge conflicts are likely due to previous work I did around
the tooling for this.
Extend NSNumber bridging to cover not only `Int`, `UInt`, `Double`, and `Bool`, but all of the standard types as well. Extend the `TypePreservingNSNumber` subclass to accommodate all of these types, so that we preserve type identity for `AnyHashable` and dynamic casting of Swift-bridged NSNumbers. If a pure Cocoa NSNumber is cast, just trust that the user knows what they're doing.
This XFAILs a couple of serialization tests that attempt to build the Foundation overlay, but which don't properly handle `gyb` files.
Having a separate address and container value returned from alloc_stack is not really needed in SIL.
Even if they differ we have both addresses available during IRGen, because a dealloc_stack is always dominated by the corresponding alloc_stack in the same function.
Although this commit quite large, most changes are trivial. The largest non-trivial change is in IRGenSIL.
This commit is a NFC regarding the generated code. Even the generated SIL is the same (except removed #0, #1 and @local_storage).
