778a413745 [NCGenerics] ensure ExistentialLayout is minimal
Instead of injecting Copyable & Escapable protocols into every
ExistentialLayout, only add those protocols if the existing protocols
don't already imply them. This simplifies things like `any Error`
protocol, so it still only lists one protocol in its existential layout.
But existentials like `any NoCopyP` still end up with a Copyable in its
layout.

29dac4380e [Sema] Correctly re-contextualize if/switch exprs in lazy vars
With `if`/`switch` expressions, we may now have
local bindings within lazy initializers, and
therefore need to ensure we correctly
re-contextualize them. Adjust the walker to set
the DeclContext for all decls it encounters,
and make sure it handles some cases that the
ASTWalker does not currently visit.

148897ac1a [nfc] refactor ValueDecl::isMoveOnly
I've renamed the method to `TypeDecl::isNoncopyable`, because the query
doesn't make sense for many other kinds of `ValueDecl`'s beyond the
`TypeDecl`'s. In fact, it looks like no one was relying on that anyway.

Thus, we now have a distinction where in Sema, you ask whether
a `Type` or `TypeDecl` is "Noncopyable". But within SIL, we still
preserve the notion of "move-only" since there is additionally the
move-only type wrapper for types that otherwise support copying.

f1142d5da4 [nfc] rename or eliminate isPureMoveOnly APIs
I think from SIL's perspective, it should only worry about whether the
type is move-only. That includes MoveOnlyWrapped SILTypes and regular
types that cannot be copied.

Most of the code querying `SILType::isPureMoveOnly` is in SILGen, where
it's very likely that the original AST type is sitting around already.
In such cases, I think it's fine to ask the AST type if it is
noncopyable. The clarity of only asking the ASTType if it's noncopyable
is beneficial, I think.

94cf5620d5 [Sema] Catch invalid if/switch exprs in more places
Move out-of-place SingleValueStmtExpr checking into
`performSyntacticExprDiagnostics`, to ensure we
catch all expressions. Previously we did the walk
as a part of Decl-based MiscDiagnostics, but it
turns out that can miss expressions in property
initializers, subscript default arguments, and
custom attrs.

This does mean that we'll now no longer diagnose
out-of-place if/switch exprs if the expression
didn't type-check, but that's consistent with the
rest of MiscDiagnostics, and I don't think it will
be a major issue in practice. We probably ought to
consider moving this checking into PreCheckExpr,
but that would require first separating out
SequenceExpr folding, which has other consequences,
and so I'm leaving as future work for now.

f3ff561c6f [NFC] add llvm namespace to Optional and None
This is phase-1 of switching from llvm::Optional to std::optional in the
next rebranch. llvm::Optional was removed from upstream LLVM, so we need
to migrate off rather soon. On Darwin, std::optional, and llvm::Optional
have the same layout, so we don't need to be as concerned about ABI
beyond the name mangling. `llvm::Optional` is only returned from one
function in
```
getStandardTypeSubst(StringRef TypeName,
                     bool allowConcurrencyManglings);
```
It's the return value, so it should not impact the mangling of the
function, and the layout is the same as `std::optional`, so it should be
mostly okay. This function doesn't appear to have users, and the ABI was
already broken 2 years ago for concurrency and no one seemed to notice
so this should be "okay".

I'm doing the migration incrementally so that folks working on main can
cherry-pick back to the release/5.9 branch. Once 5.9 is done and locked
away, then we can go through and finish the replacement. Since `None`
and `Optional` show up in contexts where they are not `llvm::None` and
`llvm::Optional`, I'm preparing the work now by going through and
removing the namespace unwrapping and making the `llvm` namespace
explicit. This should make it fairly mechanical to go through and
replace llvm::Optional with std::optional, and llvm::None with
std::nullopt. It's also a change that can be brought onto the
release/5.9 with minimal impact. This should be an NFC change.

359e045192 Require switch on a noncopyable-type binding to be explicitly consume-d.
Pattern matching as currently implemented is consuming, but that's not
necessarily what we want to be the default behavior when borrowing pattern
matching is implemented. When a binding of noncopyable type is pattern-matched,
require it to be annotated with the `consume` operator explicitly. That way,
when we introduce borrowing pattern matching later, we have the option to make
`switch x` do the right thing without subtly changing the behavior of existing
code. rdar://110073984

67fcb1c86e [consume-operator] Change consume so that its result is not considered an lvalue.
Before this change it was possible to:

1. Call mutating methods on a consume result.
2. assign into a consume (e.x.: var x = ...; (consume x) = value.

From an implementation perspective, this involved just taking the logic I
already used for the CopyExpr and reusing it for ConsumeExpr with some small
tweaks.

e6f1691122 [copy-operator] Add support for the copy operator in preparation for making consuming and borrowing no implicit copy.
Some notes:

1. I implemented this as a contextual keyword that can only apply directly to
lvalues. This ensures that we can still call functions called copy, define
variables named copy, etc. I added tests for both the c++ and swift-syntax based
parsers to validate this. So there shouldn't be any source breaks.

2. I did a little bit of type checker work to ensure that we do not treat
copy_expr's result as an lvalue. Otherwise, one could call mutating functions on
it or assign to it, which we do not want since the result of copy_value is

3. As expected, by creating a specific expr, I was able to have much greater
control of the SILGen codegen and thus eliminate extraneous copies and other
weirdness than if we used a function and had to go through SILGenApply.
