ff63eaea6f Remove \brief commands from doxygen comments.
We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

e326954bd0 [Diag] QoI: Add ReferenceOwnership to DiagnosticArgumentKind
By formalizing ReferenceOwnership as a diagnostic argument kind, we get
less boilerplate, better type safety, better output consistency, and
last but not least: future proofing.

12871d75bc [AST] Introduce "ValueOwnership" collecting __shared, inout, etc.
This is designed to stop having to n bits to track each of the
mutually exclusive 'shared', 'inout' and eventually 'owned'.

b94c5364f5 [NFC] Rename 'Ownership' to 'ReferenceOwnership'.
There's really two forms of ownership: references and values. Renaming
to make way for better distinguishing of the two.

e5fc17843e Allow overrides to leave out the ownership qualifier of the decl they override.
If they do provide it, however, it must match. So the following combinations
are valid:

  weak var -> override weak var
  weak var -> override var

but these are not:

  var -> override weak var
  weak var -> override unowned var

To be fully correct, we should be cloning the attribute down and adjusting
the type of the overriding property, but I'd rather not touch that right now.

2dc1df52d1 Implement <rdar://problem/16954464> Cannot make a strong IBOutlet
This adds support for the "strong" ownership modifier, and specifically 
make it override the "implicit weak" behavior of @IBOutlet.

b38a63950d Implement @unowned(unsafe).
This was part of the original weak design that
there was never any particular reason to rush the
implementation for.  It's convenient to do this now
so that we can use it to implement Unmanaged<T> for
importing CF types.

18a9290cbe Add ReferenceStorageType.
The idea for now is that this is a SIL-only type used for
representing the storage of a weak or unowned reference.
Having it be its own type is pretty vital for reasonable
behavior in SIL and IR-generation, and it's likely that
this will surface into runtime metadata as well (hence
the mangling).

I've implemented a bunch of things that technically I don't
think are necessary if this stays out of the typechecker,
but it's easier to implement half-a-dozen "recurse into
the child type" methods now that it would be to find them
all later if we change our minds.
