In compact value witnesses we need to mask the extra tag bits in case they are used to store tag bits of outer enums, so we only read the ones we are interested in.
First, "can have an absence of Copyable" is a rather confusing notion,
so the query is flipped to "can be Copyable". Next, it's more robust to
ask if a conformance exists for the TypeDecl to answer that question,
rather than trying to replicate what happens within that conformance
lookup.
Also renames `TypeDecl::isEscapable` to match.

There are a few issues with wrong assumptions around extra inhabitants that cause tags to not be identified properly in some cases. Until a proper fix is identified, we emit tag functions instead.
Conflicts:
- `lib/AST/TypeCheckRequests.cpp` renamed `isMoveOnly` which requires
a static_cast on rebranch because `Optional` is now a `std::optional`.
I've renamed the method to `TypeDecl::isNoncopyable`, because the query
doesn't make sense for many other kinds of `ValueDecl`'s beyond the
`TypeDecl`'s. In fact, it looks like no one was relying on that anyway.
Thus, we now have a distinction where in Sema, you ask whether
a `Type` or `TypeDecl` is "Noncopyable". But within SIL, we still
preserve the notion of "move-only" since there is additionally the
move-only type wrapper for types that otherwise support copying.
Moving the query implementation up to the AST library from SIL will allow
conveniences to be written on specific AST element classes. For instance, this
will allow `EnumDecl` to expose a convenience that enumerates element decls
that are available during lowering.
Also, improve naming and documentation for these queries.
`ReadOnly`/`ArgMemOnly` were mostly moved over, but a few were missed.
Update them all. Also default to `unknown` for no memory effects rather
than none (ie. we should be conservative).
LLVM deprecated, renamed, and removed a bunch of APIs. This patch
contains a lot of the changes needed to deal with that.
The SetVector type changed the template parameters.
APInt updated multiple names, countPopulation became popcount,
getAllOnesValue became getAllOnes, getNullValue became getZero, etc...
Clang type nullability check stopped taking a clang AST context.
The LLVM IRGen Function type stopped exposing basic block list directly,
but gained enough API surface that the translation isn't too bad.
(GenControl.cpp, LLVMMergeFunctions.cpp)
llvm::Optional had a transform function. That was being used in a couple
of places, so I've added a new implementation under STLExtras that
transforms valid optionals, otherwise it returns nullopt.
When `-unavailable-decl-optimization=complete` is specified, skip emission of
resilient tag indices for enum cases that are marked unavailable with
`@available`.

Instead of passing `IRGenFunction`, pass the `IRGenModule` and the `IRBuilder`.
This makes enum creation not dependent on the presence of a function.
NFC, just refactoring.
When `-unavailable-decl-optimization=complete` is specified, exclude
unavailable enum cases from the runtime layout of enums with payloads. Without
this, the type metadata for unavailable types may be referenced by enum cases
with unavailable payloads and cause linker failures.

This entry point doesn't exist on older runtimes. Sema enforces
that constrained existentials don't appear in substitution maps,
however IRGen would sometimes try to instantiate metadata even
if the user didn't do that.
Fixes#64657.
Previously it was testing for opened existentials specifically.
We should really teach outlining to handle local archetypes properly.
We'd have to build a generic signature for the lowered type, and that
probably means also adding requirements that are relevant to value
operations, but it would mean outlining would benefit all types, and
it would let us avoid bundling in unnecessary information from the
enclosing generic environment.
A minor side-effect of this is that we no longer bind names to
opened element type values. The names were things like \tau_1_0,
which is not very useful, especially in LLVM IR where \tau is
printed with two UTF-8 escapes.
And use the new bit to ensure we don't try to lower move-only types
with common layout value witness surrogates. Take a bit in the runtime
value witness flags to represent types that are not copyable.
Noncopyable types aren't really "POD", but the bit is still useful to track
whether a noncopyable type has a no-op destroy operation, so rename the
existing bit to be more specific within IRGen's implementation.
Don't rename it in the runtime or Builtin names yet, since doing so will
require a naming transition for compatibility.

The `deinit` takes full responsibility for destroying the value, using the
user-defined deinit body and implicitly destroying any remaining resources
not consumed during the deinit.
Remaining to do after this patch:
- Run the deinit for enums
- Pass generic arguments for generic move-only types
- Handle deinits that take their parameter indirectly
- Teach value witness layout about when types are move-only and/or have
deinits, so that we don't attempt to give move-only types standard
value witness tables or share box metadata with copyable payloads
* Introduce TypeLayout Strings
Layout strings encode the structure of a type into a byte string that can be
interpreted by a runtime function to achieve a destroy or copy. Rather than
generating ir for a destroy/assignWithCopy/etc, we instead generate a layout
string which encodes enough information for a called runtime function to
perform the operation for us. Value witness functions tend to be quite large,
so this allows us to replace them with a single call instead. This gives us the
option of making a codesize/runtime cost trade off.
* Added Attribute @_GenerateLayoutBytecode
This marks a type definition that should use generic bytecode based
value witnesses rather than generating the standard suite of
value witness functions. This should reduce the codesize of the binary
for a runtime interpretation of the bytecode cost.

Summary:
This creates a library to store the runtime functions in to deploy to
runtimes that do not implement bytecode layouts. Right now, that is
everything. Once these are added to the runtime itself, it can be used

Instead of creating a proper TypeLayout, we returned the layout for the singleton case, which caused the tags for the nested cases cases to be returned, instead of the expected `0` for singleton enums.

In preparation for moving to llvm's opaque pointer representation
replace getPointerElementType and CreateCall/CreateLoad/Store uses that
dependent on the address operand's pointer element type.
This means an `Address` carries the element type and we use
`FunctionPointer` in more places or read the function type off the
`llvm::Function`.
`PointerType::getElementType` has been removed entirely as part of the
opaque pointers migration. Update to `getPointerElementType` for now
until we've also migrated.
This reverts commit d27e6e1e46, reversing
changes made to f2e85a2b1f.
It causes an execution time failure in
`Interpreter/struct_extra_inhabitants.swift` with
