f1bf7badba [SE-0322] Temporary uninitialized buffers
Adds two new IRGen-level builtins (one for allocating, the other for deallocating), a stdlib shim function for enhanced stack-promotion heuristics, and the proposed public stdlib functions.

6e07ee8f90 Fix a couple of build warning
Fixes a couple of compiler warnings that occur frequently when building the compiler:
- Copy the nullability annotation definitions from `Visibility.h` to `BridgedSwiftObject.h` and wrap all code that contains nullability annotations in `SWIFT_BEGIN_NULLABILITY_ANNOTATIONS` and `SWIFT_END_NULLABILITY_ANNOTATIONS` (supressing the warning `type nullability specifier '_Nullable' is a Clang extension [-Wnullability-extension]`)
- Suppress warnings about using `$` (mangling prefix) as an identifier using pragmas (supressing the warning `'$' in identifier [-Wdollar-in-identifier-extension]`)
- Change the macro condition of `SWIFT_NODISCARD` from `__cplusplus >= 201402l` (which checked for >= C++14) to `__cplusplus > 201402l`. This appears to have been a copy-paste error from `LLVM_NODISCARD` (supressing the warning `use of the 'nodiscard' attribute is a C++17 extension [-Wc++17-extensions]`)

de2dbe57ed [AutoDiff] Bump-pointer allocate pullback structs in loops. (#34886)
In derivatives of loops, no longer allocate boxes for indirect case payloads. Instead, use a custom pullback context in the runtime which contains a bump-pointer allocator.

When a function contains a differentiated loop, the closure context is a `Builtin.NativeObject`, which contains a `swift::AutoDiffLinearMapContext` and a tail-allocated top-level linear map struct (which represents the linear map struct that was previously directly partial-applied into the pullback). In branching trace enums, the payloads of previously indirect cases will be allocated by `swift::AutoDiffLinearMapContext::allocate` and stored as a `Builtin.RawPointer`.

8ac4362754 Implement a simple library for task cancellation and status management.
There are things about this that I'm far from sold on. In
particular, I'm concerned that in order to implement escalation
correctly, we're going to have to add a status record for the
fact that the task is being executed, which means we're going
to have to potentially wait to acquire the status lock; overall,
that means making an extra runtime function call and doing some
atomics whenever we resume or suspend a task, which is an
uncomfortable amount of overhead.

The testing here is pretty grossly inadequate, but I wanted to
lay down the groundwork here.

e18e03171f [Stdlib] Change SWIFT_RUNTIME_STDLIB_INTERNAL to not export the symbol.
The functions in LibcShims are used externally, some directly and some through @inlineable functions. These are changed to SWIFT_RUNTIME_STDLIB_SPI to better match their actual usage. Their names are also changed to add "_swift" to the front to match our naming conventions.

Three functions from SwiftObject.mm are changed to SPI and get a _swift prefix.

A few other support functions are also changed to SPI. They already had a prefix and look like they were meant to be SPI anyway. It was just hard to notice any mixup when they were #defined to the same thing.

This combination is meaningless and lld rightly complains.

3d174c372a stdlib: be more DLL friendly on Windows
When the standard library is built dynamically on COFF targets, the public
interfaces must be decorated in order to generate a proper DLL which can be
confused by the dependent libraries. When the exported interface is used, it
must be indirectly addressed. This can be done manually in code or the MS
extension of `__declspec(dllimport)` may be used to indicate to the compiler
that this symbol be addressed indirectly. This permits building more pieces of
the standard library dynamically on Windows.

8b498bf998 stdlib: COFF variant of "visibility" macro
Currently, LLVM supports the current three common object file formats (COFF,
ELF, MachO). Unfortunately, COFF does not provide a compiler macro to identify
the object file format. If neither `__MACH__` nor `__ELF__` is defined, then
assume that the object file format being used is COFF. Within the COFF target
handling, do not use `__declspec(dllexport)` for cygwin targets.

b1983621d3 Fix the declaration of shim visibility on ELF platforms.
Declarations with protected visibility are assumed to be defined
within the current linkage unit, so we have to use default visibility
if we don't know that we're building that. Teach the shim
visibility header to only use protected visibility when the
__SWIFT_CURRENT_DYLIB macro is defined, and define it when building
the standard library. Eventually we should change
SWIFT_RUNTIME_STDLIB_INTERFACE and SWIFT_RUNTIME_EXPORT to be
parameterized by the defining dylib so that this works for all the
overlay stubs, too; for now, special-casing swiftCore is necessary
to fix the LInux build.

50d58b2732 Add a lot of calling-convention annotations to the standard library / runtime.
The general rule here is that something needs to be SWIFT_CC(swift)
if it's just declared in Swift code using _silgen_name, as opposed to
importing something via a header.

Of course, SWIFT_CC(swift) expands to nothing by default for now, and
I haven't made an effort yet to add the indirect-result / context
parameter ABI attributes. This is just a best-effort first pass.

I also took the opportunity to shift a few files to just implement
their shims header and to demote a few things to be private stdlib
interfaces.
