a8b58735fc Swift Optimizer: improve ergonomics of EscapeUtils 
Replace the `struct EscapeInfo` with a simpler API, just consisting of methods of `ProjectedValue` and `Value`:
* `isEscaping()`
* `isAddressEscaping()`
* `visit()`
* `visitAddress()`
