78ec15cf38 tests: remove some unused FileCheck prefix options
Such tests would fail with the -allow-unused-prefixes FileCheck option.

10b8ce596b shims: invert the condition and prefer the clang path
Because the shims are generally meant for the standard library build,
which requires clang, we can default to using the compiler vended
information for the types.

0ba6c495ba Add @_implementationOnly
This is an attribute that gets put on an import in library FooKit to
keep it from being a requirement to import FooKit. It's not checked at
all, meaning that in this form it is up to the author of FooKit to
make sure nothing in its API or ABI depends on the implementation-only
dependency. There's also no debugging support here (debugging FooKit
/should/ import the implementation-only dependency if it's present).

The goal is to get to a point where it /can/ be checked, i.e. FooKit
developers are prevented from writing code that would rely on FooKit's
implementation-only dependency being present when compiling clients of
FooKit. But right now it's not.

e649bebcdf [android][test] Disabling autolinking tests for Android AArch64 (#23551)
The OS sadly changes between Android ARMv7 and Android AArch64, to
avoid this and any future problems, mark the autolinking tests that
I can find with `UNSUPPORTED: autolink-extract`, which should apply
to all platforms that need autolink-extract.

This should remove these tests from failing in Android 64.

b60d54ac62 test: repair Serialization.autolinking-inlineable-inferred on Windows
Windows now force links against legacy_stdio_definitions due to the UCRT
refactoring requiring it.  This broke this test, adjust it for that.

098b170d02 Just autolink every imported module, public or private
This is unfortunate in that it makes the linker do extra work, but in
practice it probably doesn't matter much, and meanwhile it handles all
our problems with @inlinable.

This reverts commit ee6e190e09. It's not
sufficient to solve the problem, and the choices were to do something
more complicated, or just take a simple brute force approach. We're
going with the latter.
