a5ce0dc81d [cxx-interop][IRGen] Emit type metadata accessors correctly
This change makes sure we correctly emit IR for type metadata accessors for C++ reference types.

This fixes linker errors when a type metadata of a C++ reference type is used in multiple object files that are later linked together, for instance, if a C++ reference type is conformed to different Swift protocols in different Swift source files:
```
duplicate symbol 'type metadata accessor for __C.SharedObject' in:
  main.o
  second.o
ld: 1 duplicate symbols
```

1d961ba22d Add #include "swift/Basic/Assertions.h" to a lot of source files
Although I don't plan to bring over new assertions wholesale
into the current qualification branch, it's entirely possible
that various minor changes in main will use the new assertions;
having this basic support in the release branch will simplify that.
(This is why I'm adding the includes as a separate pass from
rewriting the individual assertions)

e3e78ad6bb [sending] Change the internals of sending to be based around 'sending' instead of 'transferring'.
We still only parse transferring... but this sets us up for adding the new
'sending' syntax by first validating that this internal change does not mess up
the current transferring impl since we want both to keep working for now.

b84f8ab080 Rename "suppressible protocols" to "invertible protocols".
We've decided to use the "invertible protocols" terminology throughout
the runtime and compiler, so move over to that terminology
consistently.

11774e5d17 [Runtime] Check function types against suppressible protocols
Form a set of suppressed protocols for a function type based on
the extended flags (where future compilers can start recording
suppressible protocols) and the existing "noescape" bit. Compare
that against the "ignored" suppressible protocol requirements, as we
do for other types.

This involves a behavior change if any client has managed to evade the
static checking for noescape function types, but it's unlikely that
existing code has done so (and it was unsafe anyway).

0f076c0702 Fix metadata availability testing for parameterized existentials
and implement it for @isolated(any) function types.

The existing testing was pretty broken: we were diagnosing all sorts
of things that don't require type metadata (like using a tuple with
an extended existential in a value position in an API signature)
and not diagnosing several things that do (like covariant function
conversions that erase types). There's therefore some risk to this
patch, but I'm not too worried because needing metadata like this is
pretty uncommon, and it's likely that programs won't build correctly
anyway --- it'll just get caught by the linker instead of the compiler.

b9f91144d1 Fix ABI breakage caused by ValueOwnership order change.
The `ABI` headers had accidentally grown an `#include` into compiler headers,
allowing the enum constant values of the `ValueOwnership` enum to leak into
the runtime ABI. Sever this inappropriate relationship by declaring a separate
`ParameterOwnership` enum with ABI-stable values in the ABI headers, and
explicitly converting between the AST and ABI representation where needed.

72a7760027 Support package SIL linkage.
Decls with a package access level are currently set to public SIL
linkages. This limits the ability to have more fine-grained control
and optimize around resilience and serialization.
This PR introduces a separate SIL linkage and FormalLinkage for
package decls, pipes them down to IRGen, and updates linkage checks
at call sites to include package linkage.

0f30686cf0 IRGen: Rewrite isSpecializedNominalTypeMetadataStaticallyAddressable()
The old logic looked at each generic parameter, and each conformance
of that generic parameter. This missed conformance requirements where
the subject type is a dependent member type.

Also, the check for dependent witness tables was too strict, because
it should have skipped protocols without witness tables.

Refactor everything to instead walk the substitution map directly,
and check each replacement type and conformance. This simplifies
the logic and fixes failures with non-copyable generics enabled.

40e07cf900 [Typed throws] IR generation and runtime support for function type metadata
Extend function type metadata with an entry for the thrown error type,
so that thrown error types are represented at runtime as well. Note
that this required the introduction of "extended" function type
flags into function type metadata, because we would have used the last
bit. Do so, and define one extended flag bit as representing typed
throws.

Add `swift_getExtendedFunctionTypeMetadata` to the runtime to build
function types that have the extended flags and a thrown error type.
Teach IR generation to call this function to form the metadata, when
appropriate.

Introduce all of the runtime mangling/demangling support needed for
thrown error types.

c5314bd3af Centralize KeyPath accessor calling convention logic to IRGen
KeyPath's getter/setter/hash/equals functions have their own calling
convention, which receives generic arguments and embedded indices from a
given KeyPath argument buffer.
The convention was previously implemented by:
1. Accepting an argument buffer as an UnsafeRawPointer and casting it to
   indices tuple pointer in SIL.
2. Bind generic arguments info from the given argument buffer while emitting
   prologue in IRGen by creating a new forwarding thunk.

This 2-phase lowering approach was not ideal, as it blocked KeyPath
projection optimization [^1], and also required having a target arch
specific signature lowering logic in SIL-level [^2].

This patch centralizes the KeyPath accessor calling convention logic to
IRGen, by introducing `@convention(keypath_accessor_XXX)` convention in
SIL and lowering it in IRGen. This change unblocks the KeyPath projection
optimization while capturing subscript indices, and also makes it easier
to support WebAssembly target.

61a09ef1a0 [NFC] Rename EmitTypeMetadataRefForLayout to reflect its actual job
This visitor used to directly return type metadata, but at some

we didn't rename the visitor at the time, though, so it's got this
very misleading name.

fe7e13bba5 [Runtime][IRGen] Sign type context descriptor pointers.
Ensure that context descriptor pointers are signed in the runtime by putting the ptrauth_struct attribute on the types.

We use the new __builtin_ptrauth_struct_key/disc to conditionally apply ptrauth_struct to TrailingObjects based on the signing of the base type, so that pointers to TrailingObjects get signed when used with a context descriptor pointer.

We add new runtime entrypoints that take signed pointers where appropriate, and have the compiler emit calls to the new entrypoints when targeting a sufficiently new OS.

f3ff561c6f [NFC] add llvm namespace to Optional and None
This is phase-1 of switching from llvm::Optional to std::optional in the
next rebranch. llvm::Optional was removed from upstream LLVM, so we need
to migrate off rather soon. On Darwin, std::optional, and llvm::Optional
have the same layout, so we don't need to be as concerned about ABI
beyond the name mangling. `llvm::Optional` is only returned from one
function in
```
getStandardTypeSubst(StringRef TypeName,
                     bool allowConcurrencyManglings);
```
It's the return value, so it should not impact the mangling of the
function, and the layout is the same as `std::optional`, so it should be
mostly okay. This function doesn't appear to have users, and the ABI was
already broken 2 years ago for concurrency and no one seemed to notice
so this should be "okay".

I'm doing the migration incrementally so that folks working on main can
cherry-pick back to the release/5.9 branch. Once 5.9 is done and locked
away, then we can go through and finish the replacement. Since `None`
and `Optional` show up in contexts where they are not `llvm::None` and
`llvm::Optional`, I'm preparing the work now by going through and
removing the namespace unwrapping and making the `llvm` namespace
explicit. This should make it fairly mechanical to go through and
replace llvm::Optional with std::optional, and llvm::None with
std::nullopt. It's also a change that can be brought onto the
release/5.9 with minimal impact. This should be an NFC change.
