Also removes some redundant checks in SILGen for
the flag in order to process `_move` and `_borrow`
that are already checked for in Sema. We will keep
those behind the feature flag for now.

239777aacb Fix parameter binding for tuples containing pack expansions
More missing infrastructure.  In this case, it's really *existing*
missing infrastructure, though; we should have been imploding tuples
this way all along, given that we're doing it in the first place.

I don't like that we're doing all these extra tuple copies.  I'm not
sure yet if they're just coming out of SILGen and eliminated immediately
after in practice; maybe so.  Still, it should be obvious that they're
unnecessary.

833338f9ce [Macros] Top-level freestanding macros (#63553)
Allow freestanding macros to be used at top-level.
- Parse top-level `#…` as `MacroExpansionDecl` when we are not in scripting mode.
- Add macro expansion decls to the source lookup cache with name-driven lazy expansion. Not supporting arbitrary name yet.
- Experimental support for script mode and brace-level declaration macro expansions: When type-checking a `MacroExpansionExpr`, assign it a substitute `MacroExpansionDecl` if the macro reference resolves to a declaration macro. This doesn’t work quite fully yet and will be enabled in a future fix.

157be3420c Implement the callee side of returning a tuple containing a pack expansion.
This required quite a bit of infrastructure for emitting this kind of
tuple expression, although I'm not going to claim they really work yet;
in particular, I know the RValue constructor is going to try to explode
them, which it really shouldn't.

It also doesn't include the caller side of returns, for which I'll need
to teach ResultPlan to do the new abstraction-pattern walk.  But that's
next.

a571357cce [move-only] Change noncopyable lets to be emitted as boxes like vars.
Some notes:

1. This ensures that if we capture them, we just capture the box by reference.

2. We are still using the old incorrect semantics for captures. I am doing this
   so I can bring this up in separate easy to understand patches all of which
   pass all of the moveonly tests.

3. Most of the test edits are due to small differences in error messages in
   between the object and address checker.

4. I had to add a little support to the move only address checker for a small
   pattern that doesn't occur with vars but do es occur for lets when we codegen
   like this, specifically around enums. The pattern is we perform a load_borrow
   and then copy_value and then use the result of the copy_value. Rather than fight
   SILGen pattern I introduced a small canonicalization into the address checker which
   transforms that pattern into a load [copy] + begin_borrow to restore the codegen
   to a pattern the checker expects.

5. I left noimplicitcopy alone for now. But we should come back around and fix
   it in a similar way. I just did not have time to do so.

f4e1b2a8f2 [move-only] Update SILGen/MoveCheckers so that vars are emitted in eagerly projected box form.
This is the first slice of bringing up escaping closure support. The support is
based around introducing a new type of SILGen VarLoc: a VarLoc with a box and
without a value. Because the VarLoc only has a box, we have to in SILGen always
eagerly reproject out the address from the box. The reason why I am doing this
is that it makes it easy for the move checker to distinguish in between
different accesses to the box that we want to check separately. As such every
time that we open the box, we insert a mark_must_check
[assignable_but_not_consumable] on that project. If allocbox_to_stack manages to
determine that the box can be stack allocated, we eliminate all of the
mark_must_check and place a new mark_must_check [consumable_and_assignable] on
the alloc_stack.  The end result is that we get the old model that we had before
and also can support escaping closures.

85ea8b5d5b [move-only] Rename CheckKind::NoImplicitCopy -> CheckKind::ConsumableAndAssignable
This fits the name of the check better. The reason I am doing this renaming is
b/c I am going to add a nonconsumable but assignable check for
global_addr/ref_element_addr/captures with var semantics.

d1bb5add17 [SILGen] TypeWrappers: Handle initialization of property wrapped fields without init exprs
Type wrapper synthesis cannot reply on `getExecutableInit` to
determine whether initialization should use backing wrapper
call or not, it has to check whether the init expression exists.

182cc8de37 SILGen: Implement if #_hasSymbol() conditions.
Emit a call to a helper function that determines whether the symbols associated with the declaration referenced in the `#_hasSymbol(...)` condition are non-null at runtime. An upcoming change will emit a definition for this function during IRGen.

f5f1d3c028 AST: Parse #_hasSymbol
Introduce the compiler directive `#_hasSymbol` which will be used to detect whether weakly linked symbols are present at runtime. It is intended for use in combination with `@_weakLinked import` or `-weak-link-at-target`.

3c78a0bb90 [SILGen] Only lexical types get lexical lifetimes.
Only emit `begin_borrow [lexical]` and only mark `alloc_stack`s
`[lexical]` when the variable in question's lifetime is lexical, not
eager move.

a14f36f72a [move-only] Ported rest of no implicit copy tests to move only and fixed resulting issues.
This is just to get code coverage. A few interesting things I noticed:

1. I am seeing a false diagnostic on this pattern:

let x = ...
var x2 = x
print(x2) // I get that print(x2) is a consuming use of x.

I think it is predictable mem opts maybe forwarding in an interesting way. I am
not sure. It doesn't happen with no implicit copy types since x2 would not be no
implicit copy so we would leave the no implicit copy monad.

2. I think that SILGen creates a real lexical scope for temporary variables
meaning that compiler generated code would actually hit the move checker. I had
to add an extra code pattern to handle this.

a32c5b3277 [silgen] Refactor out a helper method from LetValueInitialization::bindValue.
Specifically, I refactored out the logic around setting up the value in the case
of having lexical lifetimes/no implicit copy into the method
LetValueInitialization::getValueForLexicalLifetimeBinding.

This logic was taking over bindValue and was making the logic hard to follow.
Additionally this allows me to take advantage of return value/early exits to
make the actual logic in getValueForLexicalLifetimeBinding easier to reason
about.

65c21b61bf [move-only] Begin implementing support for concrete move only types.
This is just the very beginning... I still need to implement more parts of
SILGen for this. But all great things start small. I am going to iterate on top
of this and just wanted to get some initial parts of the work in as I go.

8f3fe63fed [no-implicit-copy] Rename SILMoveOnlyType -> SILMoveOnlyWrappedType.
Since I am beginning to prepare for adding real move only types to the language,
I am renaming everything that has to do with copyable types "move only wrapped"
values instead of move only. The hope is this reduces/prevents any confusion in
between the two.

0d11e8ef69 [no-implicit-copy] Update SILGen/move checker to work with new patterns from copyable_to_moveonly and friends.
This involved doing the following:

1. Update the move only checker to look for new patterns.

2. Teach emitSemanticStore to use a moveonlywrapper_to_copyable to store moveonly
   values into memory. The various checkers will validate that this code is
   correct.

3. When emitting an apply, always unwrap move only variables. In the
   future, I am going to avoid this if a parameter is explicitly marked as also
   being moveonly (e.x.: @moveOnly parameter or @noEscape argument).

4. Convert from moveOnly -> copyable on return inst automatically in SILGen.

5. Fix SILGenLValue emission so we emit an error diagnostic later rather than
   crash. This is needed to keep SILGen emitting move only addresses (that is no
   implicit copy address only lets) in a form that the move only checker then
   will error upon. Without this change, SILGen crashes instead of emitting an
   error diagnostic in the following test:

d451203b7f SILGen: Emit async let entry points at correct abstraction level.
Avoid a reabstraction thunk every time an async let entry point is emitted,
by setting the context abstraction level while we emit the implicit closure.
Adjust some surrounding logic that breaks when we do this:

- When lowering a non-throwing function type against a throwing abstraction
  pattern, include the error type in the lowered substituted type. Async
  throwing and nonthrowing functions would require another thunk to convert
  away the throwingness of the async context, which would defeat the purpose.
- Adjust the code in IRGen that pads the initial context size for `async let`
  entry points so that it works when the entry point has not yet emitted, by
  marking the async function pointer to be padded later if it isn't defined
  yet.

0602e1c883 Fix incorrect scopes of variables declared in guard let statements
This leads to an assertion failure in IRGen. A `guard let foo = foo` statement
needs to introduce a new lexical scope so the newely introduced binding can be
distinguished from the one it shadows.

68d37e142b [no-implicit-copy] Add a new instruction called MarkMustCheckInst and use it in the move checker.
This is an instruction that I am going to use to drive some of the ownership
based dataflow optimizations that I am writing now. The instruction contains a
kind that allows one to know what type of checking is required and allows the
need to add a bunch of independent instructions for independent checkers. Each
checker is responsible for removing all of its own mark instructions. NOTE:
MarkMustCheckInst is only allowed in Raw SIL since once we are in Canonical SIL
we want to ensure that all such checking has already occurred.

4bac557ff3 [SILGen] Added borrow scopes to alloc_boxes.
Because AllocBoxToStack is not able to transform every alloc_box into an
alloc_stack, it's necessary to add begin_borrow [lexical] to every
alloc_box in order to provide lexical scopes for those alloc_boxes which
will not be transformed into alloc_stacks.

785153045b [move-operator] Start having SILGen emit lexical lifetimes and teach the optimizer how to maintain lexical lifetimes until the lexical lifetime elimination.
I am doing this so that I can use lexical lifetimes to emit diagnostics such as
the move operator diagnostics.

72eb5e2eec [move-operator] Specify if LexicalLifetimes is enabled using an enum instead of a bool.
The reason why I am doing this is that we are going to be enabling lexical
lifetimes early in the pipeline so that I can use it for the move operator's
diagnostics.

To make it easy for passes to know whether or not they should support lexical
lifetimes, I included a query on SILOptions called
supportsLexicalLifetimes. This will return true if the pass (given the passed in
option) should insert the lexical lifetime flag. This ensures that passes that
run in both pipelines (e.x.: AllocBoxToStack) know whether or not to set the
lexical lifetime flag without having to locally reason about it.

This is just chopping off layers of a larger patch I am upstreaming.

NOTE: This is technically NFC since it leaves the default alone of not inserting
lexical lifetimes at all.

e5d0f386e4 [moveOnly] Add a new experimental move only checker that checks noImplicitCopy variables.
NOTE: This is only available when the flag -enable-experimental-move-only. There
are no effects when the flag is disabled.

The way that this works is that it takes advantage of the following changes to
SILGen emission:

* When SILGen initializes a let with NoImplicitCopyAttribute, SILGen now emits
a begin_borrow [lexical] + copy + move_only. This is a pattern that we can check
and know that we are processing a move only value. When performing move
checking, we check move_only as a move only value and that it isn't consumed
multiple times.

* The first point works well for emitting all diagnostics except for
initializing an additional let var. To work around that I changed let
initialization to always bind to an owned value to a move of that owned
value. There is no semantic difference since that value is going to be consumed
by the binding operation anyways so we effectively just move the cleanup from
the original value we wanted to bind to the move. We still then actually borrow
the new let value with a begin_borrow [lexical] for the new let value. This
ensures that an initialization of a let value appears to be a consuming use to
the move only value checker while ensuring that the value has a proper
begin_borrow [lexical].

Some notes on functionality:

1. This attribute can only be applied to local 'let'.

2. "print" due to how we call it today with a vararg array is treated as a
   consuming use (unfortunately).

3. I have not added the builtin copy operator yet, but I recently added a _move
   skeleton attribute so one can end the lifetimes of these values early.

4. This supports all types that are not address only types (similar to
   _move). To support full on address only types we need opaque values.

23a9a1d4c9 Moved lexical lifetime flag to SILOptions.
Previously, the flag was a LangOptioins.  That didn't make much sense because
this isn't really a user-facing behavior.  More importantly, as a member
of that type type it couldn't be accessed when setting up pass
pipelines.  Here, the flag is moved to SILOptions.

f64180870a [silgen] When initializing tuples in SILGen, first evaluate all tuple elts and then perform sub-initialization.
Previsouly we were evaluating a tuple elt and then performing the relevant
sub-initialization. The problem is that a sub-initialization can invoke code
that could perform an early exit cleanup. So any later tuple-elements that may
need to be cleaned up along such path will not have had their cleanups
initialized, resulting in a leak along such paths.

With this commit, we instead evaluate all of the tuple elements and only them
perform the sub-initialization ensuring that any early exits clean up all of the
tuple elements.
