112071e57d [sending] Remove transferring.
Out of an abundance of caution, we:

1. Left in parsing support for transferring but internally made it rely on the
internals of sending.

2. Added a warning to tell people that transferring was going to
be removed very soon.

Now that we have given people some time, remove support for parsing
transferring.

2a5d07522d [SIL] Add extend_lifetime instruction.
It indicates that the value's lifetime continues to at least this point.
The boundary formed by all consuming uses together with these
instructions will encompass all uses of the value.

We are leaving this as an open part of the design space. In the mean time if
people need a +0 parameter, they can use __shared with sending.

88729b9e34 [sending] Make {Transferring,Sending}ArgsAndResults a LANGUAGE_FEATURE instead of an UPCOMING_FEATURE.
TLDR: This makes it so that we always can parse sending/transferring but changes
the semantic language effects to be keyed on RegionBasedIsolation instead.

The key thing that makes this all work is that I changed all of the "special"
semantic changes originally triggered on *ArgsAndResults to now be triggered
based on RegionBasedIsolation being enabled. This makes a lot of sense since we
want these semantic changes specifically to be combined with the checkers that
RegionBasedIsolation turns on. As a result, even though this causes these two
features to always be enabled, we just parse it but we do not use it for
anything semantically.

b5b0c75ccd Remove diagnostic: lifetime_dependence_on_bitwise_copyable
Allow lifetime depenendence on types that are BitwiseCopyable & Escapable.

This is unsafe in the sense that the compiler will not diagnose any use of the
dependent value outside of the lexcial scope of the source value. But, in
practice, dependence on an UnsafePointer is often needed. In that case, the
programmer should have already taken responsibility for ensuring the lifetime of the
pointer over all dependent uses. Typically, an unsafe pointer is valid for the
duration of a closure. Lifetime dependence prevents the dependent value from
being returned by the closure, so common usage is safe by default.

Typical example:

In the future, we may add SILGen support for tracking the lexical scope of
BitwiseCopyable values. That would allow them to have the same dependence
behavior as other source values.

b780ff6696 [sending] Begin parsing 'sending' while still accepting 'transferring'.
A few things:

1. Internally except for in the parser and the clang importer, we only represent
'sending'. This means that it will be easy to remove 'transferring' once enough
time has passed.

2. I included a warning that suggested to the user to change 'transferring' ->
'sending'.

3. I duplicated the parsing diagnostics for 'sending' so both will still get
different sets of diagnostics for parsing issues... but anywhere below parsing,
I have just changed 'transferring' to 'sending' since transferring isn't
represented at those lower levels.

4. Since SendingArgsAndResults is always enabled when TransferringArgsAndResults
is enabled (NOTE not vis-a-versa), we know that we can always parse sending. So
we import "transferring" as "sending". This means that even if one marks a
function with "transferring", the compiler will guard it behind a
SendingArgsAndResults -D flag and in the imported header print out sending.

e14c1d1f62 SIL, Optimizer: update and handle borrowed-from instructions
Compute, update and handle borrowed-from instruction in various utilities and passes.
Also, used borrowed-from to simplify `gatherBorrowIntroducers` and `gatherEnclosingValues`.
Replace those utilities by `Value.getBorrowIntroducers` and `Value.getEnclosingValues`, which return a lazily computed Sequence of borrowed/enclosing values.

99e3f7fb13 [region-isolation] Make RegionBasedIsolation an upcoming feature for swift 6.
To make the tests pass, I had to teach sil-opt how to setup upcoming features

stdlib, allow the compiler to rebuild the stdlib from its interface
instead of exiting with an error.

bf2ec7eb85 [transferring] Change transferring to no longer be a ParamSpecifier.
Instead it is a bit on ParamDecl and SILParameterInfo. I preserve the consuming
behavior by making it so that the type checker changes the ParamSpecifier to
ImplicitlyCopyableConsuming if we have a default param specifier and
transferring is set. NOTE: The user can never write ImplicitlyCopyableConsuming.

NOTE: I had to expand the amount of flags that can be stored in ParamDecl so I
stole bits from TypeRepr and added some logic for packing option bits into
TyRepr and DefaultValue.

da3f583492 Add mark_dependence [unresolved]
In preparation for inserting mark_dependence instructions for lifetime
dependencies early, immediately after SILGen. That will simplify the
implementation of borrowed arguments.

Marking them unresolved is needed to make OSSA verification
conservative until lifetime dependence diagnostics runs.

aa5b505014 Allow normal function results of @yield_once coroutines (#69843)
This adds SIL-level support and LLVM codegen for normal results of a coroutine.

The main user of this will be autodiff as VJP of a coroutine must be a coroutine itself (in order to produce the yielded result) and return a pullback closure as a normal result.

For now only direct results are supported, but this seems to be enough for autodiff purposes.

dd90ae7416 Rename SIL's @isolated attribute to @sil_isolated.
We want to use @isolated in ordinary Swift, and while we could probably
make it coexist with this SIL use, doing so would be really inconvenient.

bc99986cf9 SIL: add a dependency token operand to global_addr
Optionally, the dependency to the initialization of the global can be specified with a dependency token `depends_on <token>`.
This is usually a `builtin "once"` which calls the initializer for the global variable.

264cbaea42 Add mark_dependence [nonescaping] flag.
The dependent 'value' may be marked 'nonescaping', which guarantees that the
lifetime dependence is statically enforceable. In this case, the compiler
must be able to follow all values forwarded from the dependent 'value', and
recognize all final (non-forwarded, non-escaping) use points. This implies
that `findPointerEscape` is false. A diagnostic pass checks that the
incoming SIL to verify that these use points are all initially within the
'base' lifetime. Regular 'mark_dependence' semantics ensure that
optimizations cannot violate the lifetime dependence after diagnostics.
