7a3a0a9e23 Symbol graph support
Adds a tool `swift-symbolgraph-extract` that reads an existing Swift
module and prints a platform- and language-agnostic JSON description of
the module, primarly for documentation.

Adds a small sub-library `SymbolGraphGen` which houses the core
implementation for collecting relevant information about declarations.
The main entry point is integrated directly into the driver as a mode:
the tool is meant to be run outside of the normal edit-compile-run/test
workflow to avoid impacting build times.

Along with common options for other tools, unique options include
`pretty-print` for debugging, and a `minimum-access-level` options for
including internal documentation.

A symbol graph is a directed graph where the nodes are symbols in a
module and the edges are relationships between them. For example, a
`struct S` may have a member `var x`. The graph would have two nodes for
`S` and `x`, and one "member-of" relationship edge. Other relationship
kinds include "inherits-from" or "conforms to". The data format for a
symbol graph is still under development and may change without notice
until a specificiation and versioning scheme is published.

Various aspects about a symbol are recorded in the nodes, such as
availability, documentation comments, or data needed for printing the
shapes of declarations without having to understand specifics about the
langauge.

Implicit and public-underscored stdlib declarations are not included by
default.

1b850a2afd build: improve libedit handling for builds
Use the FindLibEdit.cmake module from LLDB to properly control where
the libedit libraries are searched for and linked from as well as where
the headers come from. This uses the standard mechanisms which allows
users to control where libedit is pulled from (which is important for
cross-compilation).

This second version is more aggressive about pruning the libedit
handling. The Ubuntu 14.04 version of libedit does not have
`histedit.h`, and the intent is to rely on that to determine if we have
unicode support or not.

61be4d969f [CMake][NFC] Introduce component targets for proper dependency tracking
This commit introduces a CMake target for each component, adds install targets
for them, and switches build-script-impl to use the target `install-components`
for installation. Each of the targets for each component depends on each
of the individual targets and outputs that are associated with the
corresponding swift-component.

This is equivalent to what already exists, because right now install rules are
only generated for components that we want to install. Therefore, this commit
should be an NFC.

This is a resubmission (with modifications) of an earlier change. I originally
committed this but there were problems with some installation rules.

3d9a28925b [CMake] Modify swift_install_in_component to support cmake install components
CMake supports the notion of installation components. Right now we have some
custom code for supporting swift components. I think that for installation
purposes, it would be nice to use the CMake component system.

This should be a non-functional change. We should still only be generating
install rules for targets and files in components we want to install, and we
still use the install ninja target to install everything.

a23eaf4a02 Remove API notes compilation support from swiftc (#21759)
We don't use this feature anymore (see 0149129ed), and now that we've
branched Swift 5.0 for the last time it's time to rip it out of swiftc
(and then from Clang).

No functionality change, unless someone was compiling their own API
notes. If you were doing that, just copy them into place as text.

a6f46584ec [Evaluator] Indirect evaluation of uncached requests through a separate table.
The bundling of the form of a request (e.g., the storage that makes up a request)
with the function that evaluates the request value requires us to perform
ad hoc indirection to address the AST —> Sema layering violation. For
example, ClassDecl::getSuperclass() calls through the LazyResolver (when
available) to form the appropriate request. This means that we cannot
use the the request-evaluator’s cache when LazyResolver is null, forcing
all cached state into the AST.

Provide the evaluator with a zone-based registration system, where each
request “zone” (e.g., the type checker’s requests) registers
callbacks to evaluate each kind of request within that zone. The
evaluator indirects through this table of function pointers, allowing
the request classes themselves to be available at a lower level (AST)
than the functions that perform the computation when the value isn’t
in the cache (e.g., Sema).

We are not taking advantage of the indirection yet; that’ll come in a
follow-up commit.
