Kavon Farvardin 4a7cedcf1e Reparenting: introduce new attributes
A protocol that's been reparented declares it
by writing `@reparented` in its inheirtance clause
for each new parent. You can introduce a `@reparented`
parent to a pre-existing ABI-stable protocol's
inheritance hierarchy.

Only protocols declared to be  `@reparentable` can be
used to reparent other protocols. Adding or removing
the `@reparentable` attribute is ABI-breaking, as it
effects the type metadata layout. Thus, reparentable
protocols must be born as such to use them with
protocols that are already ABI-stable.

This set of changes does not include the actual
implementation of ABI-stable reparenting.

Hamish Knight 5171b84dba [CS] Replace UnresolvedType with ErrorType in simplifyType/resolveType
This means we now either produce a bare ErrorType, or an ErrorType
with a generic parameter original type for a generic parameter hole.
We ought to further consolidate this logic by sinking the generic
parameter original type replacement into `simplifyType` itself, but
I'm leaving that for a future patch since it affects completion
results and I want to try keep this close to NFC.

Becca Royal-Gordon 3abbfaa9cb Introduce separately-imported stdlib overlays
The `_Concurrency` and `_StringProcessing` modules are implementation details of the standard library; to developers, their contents should behave as though they are declared directly within module `Swift`. This is the exact same behavior we expect of cross-import overlays, so treat these modules as though they are cross-import overlays with no bystanding module.

Because these modules don’t re-export the standard library, it’s also necessary to treat `Swift` as a separately imported overlay of itself; do so and make that actually work.

Pavel Yaskevich 04d46760bb [AST] Extend @_inheritActorContext attribute to support optional always modifier
By default (currently) the closure passed to a parameter with `@_inheritActorContext`
would only inherit isolation from `nonisolated`, global actor isolated or actor
context when "self" is captured by the closure. `always` changes this behavior to
always inherit actor isolation from context regardless of whether it's captured
or not.

Hamish Knight f0c38616d0 [Completion] Handle unbound generics in typealiases
The underlying type for a typealias can be an unbound generic type,
replace these with the bound generic equivalent. This avoids crashing
when attempting to compute the type relation (in the future we'll
want to open these type parameters for the comparison).

Hamish Knight f73054ad10 [Completion] Don't suggest nested type in where clause
We allow the unqualifed use of the enclosing nominal type in a where
clause, but only when it isn't a nested type, e.g:

```
struct S<T> {
  typealias T = T
  struct R<U> {
    typealias U = U
  }
}
extension S where S.T == Int {}   // allowed
extension S.R where R.U == Int {} // not allowed
```

Tweak the completion logic such that we don't suggest the type for
the nested case, instead it must be qualified.

Michael Gottesman 5d4239af57 [concurrency] Add new isolation kind CallerIsolationInheriting.
Right now it is basically a version of nonisolated beyond a few simple cases
like constructors/destructors where we are pretty sure we want to not support
this.

This is part of my bringup strategy for changing nonisolated/unspecified to be
caller isolation inheriting.

Doug Gregor 5b90b8851a Generalize protocol conformance options spelled via attribute and incorporate @unsafe
Protocol conformances have a handful attributes that can apply to them
directly, including @unchecked (for Sendable), @preconcurrency, and
@retroactive. Generalize this into an option set that we carry around,
so it's a bit easier to add them, as well as reworking the
serialization logic to deal with an arbitrary number of such options.

Use this generality to add support for @unsafe conformances, which are
needed when unsafe witnesses are used to conform to safe requirements.
Implement general support for @unsafe conformances, including
producing a single diagnostic per missing @unsafe that provides a
Fix-It and collects together all of the unsafe witnesses as notes.

Becca Royal-Gordon 01b8bbea89 Tie attributes to language features
The new `DECL_ATTR_FEATURE_REQUIREMENT` macro in DeclAttr.def can be used to declare that an attribute should only be available when a related language feature is enabled.

Effects:

• `#if hasAttribute(someAttr)` will return `false` unless the required feature is enabled.
• Code completion will not include the attribute unless the required feature is enabled.
• `TypeChecker::checkDeclAttributes()` diagnoses non-implicit uses of the attribute.

Add this mechanism and use it to tie @abi to the ABIAttribute feature. Also design tests for it.

Hamish Knight d877d05524 [Completion] Fix Sendable KeyPath dynamic member subscripts
Introduce `getKeyPathTypeForDynamicMemberLookup`
which returns the KeyPath type, and can be used
from both `RootAndResultTypeOfKeypathDynamicMemberRequest`
and `isValidKeyPathDynamicMemberLookup`. This ensures
we look to the superclass for e.g protocol compositions
with `Sendable`. This also means we now return an
interface type, which is what the client of
`RootAndResultTypeOfKeypathDynamicMemberRequest`
wanted anyway.

Hamish Knight 4946c799af [AST] Remove ModuleDecl::addFile
Rather than exposing an `addFile` member on
ModuleDecl, have the `create` members take a
lambda that populates the files for the module.
Once module construction has finished, the files
are immutable.
