87e7030e3c [wasm][stdlib] Don't use <thread> sleep API with swift-threading-package=none
Unfortunately `sleep_until` is defined under <thread> header even though
it does not use thread feature at all with `std::chrono::steady_clock`.
The <thread> header in libcxx is not available when thread feature is
disabled, so we need to fallback to nanosleep for the case.

e675b310f8 [SE-0329] Clock/Instant/Duration (#40609)
* [WIP] Initial draft at v2 Clock/Instant/Duration

* Ensure the literal types for _DoubleWide are able to be at least 64 bits on 32 bit platforms

* static cast timespec members to long

* Remove runtime exports from clock functions

* Export clock functions in implementations as they are in headers

* Clean up internal properties by adding leading underscores, refine availability to a TBD marker macro, and break at 80 lines to match style

* Shift operators to concrete Instant types to avoid complexity in solver resolution

* Adjust diagnostic note and error expectation of ambiguities to reflect new potential solver (perhaps incorrect) solutions

* Update stdlib/public/Concurrency/TaskSleep.swift

26ea1fe6e9 Miscellaneous improvements to the cooperative executor:
- Switch to using ListMerger for priority insertion.
- Move ready delayed jobs to the back to the queue instead of
  running them immediately, before anything currently in the queue.
- Respect priorities in delayed jobs.
- Use the proper std::chrono facilities for managing deadlines
  instead of doing all the math on nanoseconds since the epoch.
- Take advantage of the second word of queue-private storage to
  avoid allocating a separate job when a deadline fits there.
