f3ff87b6f4 [Diagnostics] Diagnose re-labeling failures in ambiguity conditions
If all solutions point to the same overload choice that needs
re-labeling it's safe to diagnose it as if there was no ambiguity
because the call site is static.

365f0afa9f Downgrade concurrency-related function type errors in existing code
When in "existing" Swift code that is Swift 5.x and has not adopted
concurrency, allow mismatches in function types that only involve
ABI-neutral concurrency changes (e.g., adding `@Sendable` or removing
a global actor) by downgrading the diagnostic to a warning. This
improves the story for incremental adoption of concurrency in an
existing code base.

As part of this, generalize the facility for downgrading an error to a
warning when performing diagnostics in the constraint solver, using the
new diagnostic behavior limits rather than duplicating diagnostics.

910fbee14e gardening: make c++98-compat-extra-semi an error
This cleans up 90 instances of this warning and reduces the build spew
when building on Linux.  This helps identify actual issues when
building which can get lost in the stream of warning messages.  It also
helps restore the ability to build the compiler with gcc.

4343227d19 [Diagnostics] Determine affected elements early in collection element mismatches
Diagnostics cannot assume that solution would always be applied
to the constraint system, so all of the elements affected by the
mismatch have to be determined by the fix.

Diagnose situations where Swift -> C pointer implicit conversion
is attempted on a Swift function instead of one imported from C header.

60d931612c [Dignostics] Diagnose weak declarations with non-optional types
Diagnose situations where `weak` attribute is used with a non-optional type
in declaration e.g. `weak var x: <Type>`:

```swift
class X {
}

weak var x: X = ...
```

`weak` declaration is required to use an optional type e.g. `X?`.

d083c66686 [ConstraintSystem] Before matching tuple types, add each complete tuple
type to the locator.

This will provide context for tuple element mismatch diagnostics, instead
of attempting to compute the full tuple type in diagnostics code with a pile
of special cases (see getStructuralTypeContext in CSFix.cpp).

a3fe65d87e [CSFix] Suppress ambiguity warning about non-Optional base with static member lookup
Disable non-Optional "assumption" warning for ambiguities related to a
static member lookup in generic context because it's possible to declare
a member with the same name on a concrete type and in an extension of a
protocol that type conforms to e.g.:

```swift
struct S : P { static var test: S { ... }

extension P where Self == S { static var test: { ... } }
```

And use that in an optional context e.g. passing `.test`
to a parameter of expecting `S?`.

4b0d9a2509 [ResultBuilders] Diagnose pre-check errors inline
Not all of the pre-check errors could be diagnosed by re-running
`PreCheckExpression` e.g. key path expressions are mutated to
a particular form after an error has been produced.

To make the behavior consistent, let's allow pre-check to emit
diagnostics and unify pre-check and constraint generation fixes.

22a231e4d8 [Diagnostics] Allow result build to detect ErrorExprs in the body
We assume that presence of `ErrorExpr` means that the problem has
been diagnosed early (i.e. by parser), so the fix is going to return
`true` if diagnostic engine has emitted an error.

d6fc1fd60f Implement conversions for global-actor-qualified functions.
One can convert from a function value without a global actor to a
similar function type that does have a global actor, but one cannot
remove or change a global actor on a function type.

It's possible that different overload choices could have the same
conformance requirement, so diagnostics should be able to emit an
error in situations where multiple solutions point to the missing
conformance at the same location (both in AST and requirement list).

ba8819eb58 [Concurrent] Introduce concurrent function types.
Introduce `@concurrent` attribute on function types, including:
* Parsing as a type attribute
* (De-/re-/)mangling for concurrent function types
* Implicit conversion from @concurrent to non-@concurrent
- (De-)serialization for concurrent function types
