1dd3b76e97 [stdlib] Add a lazy UTF8 view of String 
We need something here so we can rip out StringByteData.  Ideally this
would have BidirectionalIndex'es, but this will do for now.  It has to
be a Collection so we can represent its multi-pass-ness.
