This instruction converts Builtin.ImplicitActor to Optional<any Actor>. In the
process of doing so, it masks out the bits we may have stolen from the witness
table pointer of Builtin.ImplicitActor. The bits that we mask out are the bottom
two bits of the top nibble of the TBI space on platforms that support TBI (that
is bit 60,61 on arm64). On platforms that do not support TBI, we just use the
bottom two tagged pointer bits (0,1).
By using an instruction, we avoid having to represent the bitmasking that we are
performing at the SIL level and can instead just make the emission of the
bitmasking an IRGen detail. It also allows us to move detection if we are
compiling for AArch64 to be an IRGen flag instead of a LangOpts flag.
The instruction is a guaranteed forwarding instruction since we want to treat
its result as a borrowed projection from the Builtin.ImplicitActor.
The asmname attribute allows one to specify the name that will be used
when lowering a given SIL declaration to LLVM IR. It is not currently
exposed in the surface language.
Make sure this attribute round-trips through the parser and
serialization.

Add support for the `Swift` availability domain, which represents availability
with respect to the Swift runtime. Use of this domain is restricted by the
experimental feature `SwiftRuntimeAvailability`.
The intent for `@inline(always)` is to act as an optimization control.
The user can rely on inlining to happen or the compiler will emit an error
message.
Because function values can be dynamic (closures, protocol/class lookup)
this guarantee can only be upheld for direct function references.
In cases where the optimizer can resolve dynamic function values the
attribute shall be respected.

https://github.com/swiftlang/swift/pull/82616 added a new exposure kind
for the `@_expose` attribute, but did not update the serialization
format to account for the new kind. This caused a crash when
serializing a module that used `@_expose(wasm)`.
ResultConvention::Guaranteed will be used by borrow accessors when the storage type can be returned by value.
ResultConvention::GuaranteedAddress will be used by mutate accessors and borrow accessors when the storage type
cannot be returned by value.
As with SIL functions, track the parent module where a SIL global
variable was originally defined so that we can determine whether we
are outside of its original module for linkage purposes. Use this to
make sure we emit via a weak definition when emitting to a module
other than the originating module.

Introduce an experimental feature DeferredCodeGen, that defers the
generation of LLVM IR (and therefore object code) for all entities
within an Embedded Swift module unless they have explicitly requested
to not be emitted into the client (e.g., with
`@_neverEmitIntoClient`).
This feature is meant to generalize and subsume
-emit-empty-object-file, relying on lazy emission of entities rather
than abruptly ending the compilation pipeline before emitting any IR.

Global actor kind also appends type offset that indicates what
global actor to use with the type. All of the isolation kinds
should be placed above it to make sure that there is never a
clash when i.e. `MainActor` is serialized as id `1`.

We are going to need to add more flags to the various checked cast
instructions. Generalize the CastingIsolatedConformances bit in all of
these SIL instructions to an "options" struct that's easier to extend.

While deserializing AST function types FunctionType and GenericFunctionType which include
lifetime dependencies and an implicit self parameter, we don't correctly populate
ASTExtInfoBuilder.lifetimeDependencies. We end up reading one dependency less due to
incorrect index calculation.
Unlike SILFunctionType, AST function types FunctionType and GenericFunctionType
do not include implicit self in their param list. They represent methods with
implicit self as like: `(Self) -> (Args...) -> Result` and don't have any information
to indicate they may have implicit self. Since we use number of parameters while
deserializing lifetime dependencies, we go wrong for such function types.
Serialize the length of parameter indices, so that lifetime dependencies can be
deserialized to that length.

By default (currently) the closure passed to a parameter with `@_inheritActorContext`
would only inherit isolation from `nonisolated`, global actor isolated or actor
context when "self" is captured by the closure. `always` changes this behavior to
always inherit actor isolation from context regardless of whether it's captured
or not.
There are four attributes which serialize out a DeclNameRef, sometimes by dropping some of its components. Standardize them with a representation that can handle module selectors.
It derives the address of the first element of a vector, i.e. a `Builtin.FixedArray`, from the address of the vector itself.
Addresses of other vector elements can then be derived with `index_addr`.
Just like `@preconcurrency` for concurrency, this attribute is going
to allow exhaustiveness error downgrades for enums that were retroactively
marked as `@extensible`.
Store specialize witness tables in a separate lookup table in the module. This allows that for a normal conformance there can exist the original _and_ a specialized witness table.
Also, add a boolean property `isSpecialized` to `WitnessTable` which indicates whether the witness table is specialized or not.
When serializing `@available` attributes, if the attribute applies to a custom
domain include enough information to deserialize the reference to that domain.

For now the semantics provided by `@extensible` keyword on per-enum
basis. We might return this as an upcoming feature in the future with
a way to opt-out.
This attribute controls whether cross-module access to the declaration
needs `@unknown default:` because it's allowed to gain new cases even
if the module is non-resilient.
