Andrew Trick c9279d9899 Fix AddressOwnershipLiveRange to include the full range. 
This allows further extension of access scopes.

Fixes rdar://143992296 (Use of `RawSpan` in switch context causes compiler crash
in AddressOwnershipLiveRange)
