Hamish Knight a18f72c29a Constify DiagnosticState::determineBehavior ...

Split out the state mutation into a new `updateFor`
function that we call for diagnostic emission, allowing
`DiagnosticTransaction::hasErrors` to query the behavior without
mutating any state.
