Hamish Knight 5408b1643a [xcodegen] Add support for new 'Runtimes' build
Generate a new 'SwiftRuntimes' xcodeproj if a build directory
for 'Runtimes' is specified with `--runtimes-build-dir`, along with a
combined 'Swift+Runtimes' workspace.
