Generalizes `String`:
- `init(unsafeUninitializedCapacity:initializingUTF8With:)`
- `withCString(_:)`
- `withCString(encodedAs:_:)`
- `withUTF8(_:)`
- `_withNFCCodeUnits(_:)`

and `Substring`:
  - `withCString(_:)`
  - `withCString(encodedAs:_:)`
  - `withUTF8(_:)`

for typed throws.
