Han Sang-jin 859f144b75 [LangOptions] os(Cygwin) is not true on Cygwin ...

`Target.isOSWindows()` and `Target.isWindowsCygwinEnvironment()` are both true in Cygwin.
We should check the `os(Cygwin)` before `os(Windows)`.
