Rintaro Ishizaki 592b5de206 [CodeCompletion] Remove a wrong assert() 
`CS.solve()` with `FreeTypeVariableBinding::Disallow` still may emit
unresolved type. e.g. `DeclRefExpr` to decl with unresolved type.
